The Carshalton and Clockhouse Local Committee met to discuss a range of local issues, including updates from the Sutton Housing Partnership, budget considerations, and local funding allocations. The committee also planned to hear a community showcase from the Carshalton Beeches Wellbeing Group.
Sutton Housing Partnership (SHP) Update
The Sutton Housing Partnership (SHP) Housing Manager was scheduled to provide an update on work being completed in Clockhouse. Residents were to have the opportunity to provide feedback. The update was expected to include:
- Major works at Hillcrest Parade, including new external fabric, refurbishment of communal areas and stairs, ventilation systems and decoration for residents' homes, and community centre/external works.
- Energy efficiency works, including storage battery installation and insulation.
- Works at Alexandra Gardens, including brickwork and pointing repairs, replacement of rainwater goods, soffits and fascia, uPVC window and rear door replacements, upgrading roof insulation, and concrete repairs to external walkways.
- Housing regulation updates, including inspections and grading, building safety, stock condition surveys, resident feedback, and satisfaction surveys.
The Housing Manager was also scheduled to provide local updates, including the introduction of the Clockhouse Housing Manager, the SHP surgery/Hub at Hillcrest Halls, and information on D&M (presumably 'Domestic and Maintenance') and ASB (Anti-Social Behaviour) cases.
Adult Safeguarding Multi Agency Panel
Sandra Howard, Assistant Director Adults & Safeguarding People Services at Sutton Council, was scheduled to discuss the Adult Safeguarding Multi Agency Panel, including its incorporation of current risk panels and its launch in April 2025. The panel members include representatives from:
- Adult Social Care London Borough of Sutton (chair)
- Integrated Care Board
- London Fire Brigade
- Community Health
- Sutton Police Community Safety Team
- Sutton Housing Partnership
- Mental Health
A case overview of a 90-year-old gentleman with a history of non-engagement with professionals was included in the report pack. The resident had been referred to social services due to concerns about self-neglect, hoarding, and the upcoming demolition of his flat. The report pack notes that housing and social care worked together to move the resident into supported accommodation.
Expected outcomes of the panel include clearer outcomes for complicated cases, joined-up resolution for residents, wrap-around services learning from each other, possible funding applications to support outcomes, and risk management shared across professionals.
Budget Update
The committee was scheduled to receive an overview of council budgets, including funding sources, expenditure, and key financial risk areas.
