The Traffic and Road Safety Advisory Panel (TARSAP) met on Monday 07 July 2025 to discuss various traffic and parking-related issues within the borough. Key discussions included updates on the parking programme, traffic schemes, and active travel initiatives. The panel also appointed its Vice-Chair and non-voting advisors for the upcoming municipal year.
Public Questions and Petitions
The meeting began with the noting of eight public questions that had been received and responded to, with the recording made available online. Four petitions, previously presented to the Cabinet on 19 May 2025, were received and referred to the Strategic Director of Culture, Environment and Economy for consideration.
Petitions Report
The Panel reviewed the Petitions Report, which detailed petitions received since the previous meeting on 5 March 2025. A particular concern was raised regarding the implementation of speed reduction and traffic calming measures on Chapel Lane, Pinner. Residents, especially the elderly, expressed disquiet over the lack of full implementation, highlighting the road's narrowness and the need for redesign to improve safety for residents and cyclists. Officers assured the panel that Chapel Lane would be reconsidered to assess the need for a speed limit reduction or other measures.
Parking Programme Update
The Parking Programme Update provided an overview of the ongoing status of parking controls, including Controlled Parking Zones (CPZs), localised safety parking schemes, and disabled person's parking spaces. Concerns were raised that some CPZ programmes had not adequately considered the impact on the community's social fabric, potentially making it difficult for friends, family, health professionals, and carers to visit elderly and disabled residents. Despite negative resident feedback in some areas, CPZs had been implemented. Officers stated that the programme would be reviewed in areas where residents did not support the changes. The nominated Public Transport Adviser questioned why the east side of Harrow View was not included, as current parking was causing bus delays, and was informed it would be addressed in another scheme. The nominated Cycling Adviser indicated she would submit her concerns in writing for a timely response.
Traffic Programme Update
The Traffic Programme Update detailed progress on various traffic schemes. The nominated Public Transport Adviser expressed disappointment with some schemes lacking adequate bus stops and requested clarification from Transport for London, who are responsible for designating bus stops. Further disappointment was voiced regarding the design of the London Road, Stanmore Bus Priority Scheme, which was felt to benefit most road users without sacrificing a traffic lane.
Active, Sustainable Travel and Road Safety Report
An update was provided on initiatives to encourage sustainable transport, promote active travel, and deliver road safety education. The Panel queried how some schools earmarked for safer streets
initiatives had received negative feedback. Officers explained that schools selected for the scheme would continue to be consulted until March 2026 to gather further data, with the expectation that the schools would eventually welcome the scheme. The nominated Public Transport Adviser reiterated a previous suggestion to engage teachers' unions in promoting the scheme. A member proposed that Stag Lane School also be considered for inclusion.
Appointment of Non-Voting Advisors
The Panel received a report on the appointment of three non-voting advisors for the 2025/26 Municipal Year. It was resolved to recommend to the Portfolio Holder for Finance and Highways that:
- Ms Veronica Chamberlain be appointed as Adviser representing Harrow Cyclists and Harrow Cycle Hub.
- Mr John Hinkley be appointed as Adviser representing Harrow Resident Motorists.
- Mr Keith Maurice Nason be appointed as Adviser representing the Harrow Public Transport Users Advisory Association.
