The Traffic and Road Safety Advisory Panel (TARSAP) met on Monday 07 July 2025 to discuss various traffic and parking-related issues within the borough. Key discussions included updates on the parking programme, traffic schemes, and active travel initiatives. The panel also appointed its non-voting advisors for the upcoming municipal year.
Public Questions and Petitions
The meeting began with the noting of eight public questions that had been received and responded to. Following this, the panel received four petitions that had been presented to the Cabinet on 19 May 2025. These petitions were referred to the Strategic Director of Culture, Environment and Economy for consideration.
Petitions Report
The Panel reviewed the Petitions Report, which detailed petitions received since the previous meeting on 5 March 2025. Concerns were raised regarding the implementation of traffic calming measures on Chapel Lane, Pinner, with particular emphasis on the need for re-design to ensure safety for residents and cyclists, especially the elderly. Officers assured the panel that Chapel Lane would be reconsidered for potential speed limit reductions or other safety measures.
Parking Programme Update
An update on the Parking Programme highlighted ongoing work on Controlled Parking Zones (CPZs), localised safety parking schemes, and disabled person's parking spaces. The panel expressed concerns that some CPZ proposals had not adequately considered the impact on the community's social fabric, potentially making it difficult for friends, family, health professionals, and carers to visit elderly and disabled residents. Despite resident objections, some CPZs had been implemented. Officers stated that the programme would be reviewed in areas where residents did not support the proposals. The Public Transport Adviser raised a query about Harrow View not being included in a scheme, which was advised would be addressed in another project. The Cycling Adviser indicated she would submit further concerns in writing.
Traffic Programme Update
The Panel received an update on the progress of various traffic schemes. The Public Transport Adviser expressed disappointment regarding the adequacy of bus stops in some schemes and requested clarification from Transport for London (TfL), who are responsible for designating bus stops. Further disappointment was voiced regarding the design of the London Road, Stanmore Bus Priority Scheme, which was felt could have benefited more road users without impacting other lanes.
Active, Sustainable Travel and Road Safety Report
An update on Active, Sustainable Travel and Road Safety initiatives was presented. The panel questioned how some schools earmarked for safer streets
schemes had received negative feedback. Officers explained that schools selected for these schemes would continue to be consulted until March 2026 to gather more data, with the expectation that the schools would ultimately welcome the initiatives. The Public Transport Adviser reiterated a previous suggestion to engage with teachers' unions to promote the scheme. A member proposed that Stag Lane School be considered for inclusion.
Appointment of Non-Voting Advisors
The Panel received a report on the appointment of three non-voting advisors for the 2025/2026 Municipal Year. It was resolved to recommend to the Portfolio Holder for Finance and Highways that:
- Ms Veronica Chamberlain be appointed as Adviser representing Harrow Cyclists and Harrow Cycle Hub.
- Mr John Hinkley be appointed as Adviser representing Harrow Resident Motorists.
- Mr Keith Maurice Nason be appointed as Adviser representing the Harrow Public Transport Users Advisory Association.
