Raised Deck Platform Decision Deferred

A decision on the erection of a raised deck platform with a small hut at 53 Rehoboth Road, Five Roads, Llanelli was deferred to allow for a site visit. The committee sought to assess the privacy impacts on neighbouring properties. The application had received objections concerning overlooking, noise, and the structure's impact on the area's character. Councillor Jean Lewis experienced technical difficulties during the presentation and discussion and did not participate in the vote.

Affordable Dwelling Refused at Pontmorlais

The committee refused the proposed less-abled affordable dwelling at Pontmorlais, Kidwelly. The refusal was based on several grounds, including the site being located in open countryside and not representing a logical extension or infill opportunity, contrary to Policy AH2 of the Carmarthenshire Local Development Plan (LDP). Concerns were also raised regarding insufficient information on biodiversity impacts and the lack of a financial contribution towards affordable housing provision. Councillor W.T. Evans declared an interest as he knew the developer and left the chamber, with Councillor J.M. Charles presiding. Councillor D. Nicholas was not present for this item.

Planning Service Performance Reviewed

The committee received the Planning Service Performance Report for Quarter 1 (April to June 2025). The report detailed performance indicators for development management and enforcement. Key performance successes included a high percentage of planning applications determined within target dates, exceeding both divisional and national targets. However, the report highlighted concerns regarding the percentage of Member-made decisions against officer advice, which was significantly above the national target, and delays in taking positive action on enforcement cases.
