The Licensing Sub-Committee of Kensington and Chelsea Council scheduled a meeting to discuss an objection to a temporary event notice (TEN) for Lord Gellys (Bar Site) relating to the Notting Hill Carnival. The sub-committee, consisting of Councillor Janet Evans, Chair of the Licensing Committee, Councillor Marie-Therese Rossi, Vice-Chair of the Licensing Committee, and Councillor Abdullahi Nur, Environmental Spokesperson, was scheduled to consider the objection notices. The sub-committee was to decide whether to issue a counter notice, take no action, or impose conditions.

Lord Gellys Temporary Event Notice

The sub-committee was scheduled to consider a report regarding a Temporary Event Notice submitted by Mr Andrew Gelly for Lord Gellys (Bar Site) ¹ on Cambridge Gardens during the Notting Hill Carnival ² on Sunday 24 and Monday 25 August 2025. The application requested permission to serve alcohol on and off the premises between midday and 7pm on both days, with a maximum of 499 people at any one time.

According to the report pack, the premises already has a licence permitting live and recorded music outdoors between midday and 7pm on the Sunday and Monday of the August bank holiday.

PC Tom Stewart of the Metropolitan Police objected to the TEN on the grounds of prevention of crime and disorder and public safety. According to the report pack, PC Tom Stewart raised concerns about the lack of a risk assessment or event management plan, and the absence of confirmation that Notting Hill Carnival Limited (NHCL) had approved the TEN.

Mr Julian Trill, Team Manager for the Environmental Health Noise and Nuisance Department at RBKC, also objected to the TEN on the grounds of public safety, noting the absence of a risk assessment and event management plan, and the lack of evidence of approval from Notting Hill Carnival Limited.

The report pack stated that both the police and the Noise and Nuisance Team would consider withdrawing their objections if Mr Andrew Gelly provided the necessary documentation and confirmation from Notting Hill Carnival Limited.

The report pack included extracts from the council's Statement of Licensing Policy, which states that the council prefers at least 28 days' notice for planned events, and 12 weeks' notice for events within the Notting Hill Carnival footprint. The policy also states that the council expects applicants to demonstrate how their proposed activity would support the licensing objectives and not have an adverse impact on emergency services.
