Summary
The Kensington and Chelsea Licensing Sub-Committee was scheduled to convene to consider an objection to a temporary event notice (TEN) for 33 Cambridge Gardens, London, W10 5UA. The notice was given by Ms Janet Nwizugbo to hold a temporary licensable event in the front garden of the property. Objections were received from both the Metropolitan Police and the Environmental Health Noise and Nuisance team.
Objection to Temporary Event Notice: 33 Cambridge Gardens
Ms Janet Nwizugbo submitted a TEN for Sunday 24 August and Monday 25 August 2025, to sell alcohol off the premises between 12:00 and 19:00 each day during Notting Hill Carnival. The maximum number of people to be permitted at any one time was specified as 8.
PC Gerry of the Metropolitan Police objected to the TEN on the grounds of the prevention of crime and disorder and public safety. PC Gerry stated that Cambridge Gardens is:
located in a very busy part of the Carnival footprint as Cambridge Gardens runs between Portobello Road and Ladbroke Grove. Additionally, there are two sound systems which will be operating in close proximity to the TEN- Lord Gelly and Portobello Green.
PC Gerry raised concerns about overcrowding, pickpocketing, theft, sexual assaults, increased tensions, assaults and large scale disorder. PC Gerry stated a belief that granting the TEN would increase the risk of injury and crime and disorder.
Mr Julian Trill, Team Manager of the Environmental Health Noise and Nuisance Teams, also objected to the TEN on the grounds of public safety, raising similar concerns to PC Gerry. Mr Julian Trill noted that while similar off-sale bars had been authorised in the area during previous carnivals, there were legitimate crowd safety concerns relating to this type of alcohol sale onto the public highway across the Notting Hill Carnival area.
The Licensing Sub-Committee was asked to consider the objection notices and take steps necessary for the promotion of the licensing objectives1. The options available to the sub-committee were to issue a counter notice, take no action, or impose conditions which are specified on the premises licence or club premises certificate.
Appendix H: List of TENs for Carnival
A list of temporary event notices received for the 2025 Notting Hill Carnival was included in the report pack. The list excluded notices which had been withdrawn or issued a counter notice, and some of the notices may still have been under consideration. The list included 49 TENs, including applications from:

Extracts from the Statement of Licensing Policy
The report pack included extracts from the council's statement of licensing policy, particularly in relation to temporary event notices and the Notting Hill Carnival.
The Licensing Act 2003 requires the Licensing Authority to carry out its licensing functions so as to promote the four licensing objectives. The council's statement of licensing policy states that each objective is of equal importance.
The statement of licensing policy also sets out the council's preference for event organisers to give at least 28 days notice of a planned event, and in the case of events planned to take place within the Notting Hill Carnival 'footprint' during the Carnival weekend, the council recommends that TENs are submitted at least 12 weeks in advance.
The statement of licensing policy also notes the recommendation from the House of Lords Select Committee on the Licensing Act 2003 in relation to multiple temporary event notices being given in close proximity to each other, and the government's response.
