Summary
The Redbridge Council Licensing Sub-Committee convened to address licensing matters within the borough. A primary focus was the consideration of a new premises licence application. The Sub-Committee was also scheduled to discuss the procedure for licensing hearings.
New Premises Licence Application: Popeyes, Ilford
The Sub-Committee was scheduled to consider an application for a new premises licence for Popeyes, located at 109 High Street, Ilford, IG1 1DE. The applicant, PLK Chicken UK Limited, sought the licence to enable late-night refreshment services at the premises.
The proposed hours for the licensable activities were:
- Late-night refreshment: Monday to Sunday, 23:00 to 03:00
- Opening hours to the public: Monday to Sunday, 07:00 to 01:00
The report pack noted that the venue proposed to close to the public at 01:00, and operate a delivery-only service from 01:00 to 03:00. The application described the premises as a Louisiana chicken restaurant, serving hot food and drinks, but not alcohol.
The application included a schedule of conditions that the applicant proposed to attach to the licence to promote the licensing objectives1.
Three objections from responsible authorities had been lodged against the application:
- Metropolitan Police Licensing Team
- The Council's Licensing Enforcement Team
- Public Health
These objections were based on concerns that granting the licence could negatively impact all four licensing objectives. The report pack noted that the premises is located within the Ilford Town Cumulative Impact Zone (CIZ)2, as identified in the Council's Statement of Licensing Policy.

The Licensing Sub-Committee was reminded that, according to the Public reports pack, it should consider the following recommendations:
- Grant the application
- Grant the application, including the addition of terms and conditions to promote the licensing objectives
- Grant the application in part only, including the addition of terms and conditions to promote the licensing objectives
- Reject the application
Procedure for Licensing Hearings
The Sub-Committee was scheduled to review the procedure for licensing hearings, as outlined in the agenda. This included the order of evidence presentation, questioning of parties, and summing up procedures.

The licensing objectives are: the prevention of crime and disorder; public safety; the prevention of public nuisance; and the protection of children from harm. ↩

A Cumulative Impact Zone (CIZ) is an area where the concentration of licensed premises is believed to be having a negative impact on the licensing objectives. In these zones, there is a presumption against granting new licenses or extending existing ones, unless the applicant can demonstrate that their operation will not add to the existing negative impact. ↩
