The Appeals and Regulatory Committee - Group 2 convened to discuss a private hire driver's licence application and to note the Hackney Carriage and Private Hire Licensing Policy. The committee ultimately decided to refuse the application for a Private Hire Driver's Licence. They also agreed to exclude the public from the meeting during the discussion of the licence application due to the confidential nature of the information to be discussed.
Application for a Hackney Carriage/Private Hire Driver's Licence
The committee decided to refuse an application for a Private Hire Driver's Licence. The Licensing Enforcement Officer presented a report to the members, who then considered whether the applicant should be granted a private hire driver's licence. The report contained exempt information as defined in Paragraph 1 of Part 1 of Schedule 12A of the Local Government Act 19721. To allow for a discussion of the application, the committee moved to exclude the public from the meeting, citing Section 100(A)(4) of the Local Government Act 1972, which allows for the exclusion of the public when exempt information is likely to be disclosed.
Hackney Carriage and Private Hire Licensing Policy
The committee noted the Hackney Carriage and Private Hire Licensing Policy. The policy, which was amended in April 2025, can be found on the Chesterfield Council website.2
