The Kensington and Chelsea Licensing Sub-Committee met to consider an objection to a temporary event notice (TEN) for Studio Finis, 316A Ladbroke Grove. The licensing authority received objection notices from the Metropolitan Police and the Noise and Nuisance Team. The Licensing Sub-Committee was to consider the objection notices.
Studio Finis - Temporary Event Notice
The sub-committee was scheduled to consider a notice given by Miss Rosemarie Noel to hold a temporary licensable event at Studio Finis, 316A Ladbroke Grove, London, W10 5NQ.
Miss Rosemarie Noel submitted a temporary event notice for Sunday 24 August and Monday 25 August 2025, to provide the sale by retail of alcohol on and off the premises during Notting Hill Carnival 2025. The maximum number of people to be permitted at any one time was listed as 150.
PC Jinelle Caldinez objected on behalf of the Metropolitan Police on the grounds of prevention of crime and disorder and public safety. PC Jinelle Caldinez stated that the location of the TEN was on Ladbroke Grove, which is on the main parade route, and that there is a high-density footfall in this area. PC Jinelle Caldinez stated that any premises selling alcohol in Ladbroke Grove Road within such a busy area could have a negative impact on crowd flow, causing queues and limiting the space people can move in, potentially leading to a bottle neck situation and/or heavy congestion.
PC Jinelle Caldinez stated that in 2024, Miss Noel submitted a TEN where it was confirmed that a bar would not be permitted outside the premises, and all sales of alcohol would take place inside the premises with no street furniture outside on the pavement to obstruct the highway. However, when the police visited the premises, they observed that a bar had been positioned outside the premises with no sales taking place within the premises.
PC Jinelle Caldinez also noted that no plan or risk assessment had been provided to demonstrate how the TEN would address concerns including crowd/queue management, staffing, security, and fire safety, and that Miss Noel had not followed clauses 25.4 and 25.5 of The Royal Borough of Kensington and Chelsea's Licensing Policy. Additionally, there was no evidence that Miss Noel had obtained a street trading licence under the London Local Authorities Act 1990.
Mr Philip Richardson objected on behalf of the Environmental Health Noise and Nuisance Team on the grounds of public nuisance and public safety, expressing the same concerns as PC Jinelle Caldinez. Mr Philip Richardson stated that the proposed location is a cause for concern as it is located on the parade route in a heavily congested area of the carnival footprint, and that the TEN is likely to exacerbate this congestion by drawing and holding people at the site, which could negatively affect the flow of the crowds in the area.
The report pack included extracts from the council's statement of licensing policy, which states that the licensing authority must carry out its various licensing functions so as to promote the following four licensing objectives:
- The prevention of crime and disorder
- Public safety
- The prevention of public nuisance
- The protection of children from harm
The report pack also included a list of temporary event notices received so far for this year's Carnival, excluding notices which have been withdrawn or issued a counter notice. The list included 65 temporary event notices for premises including:
