Mr Philip Richardson, a Principal Environmental Health Officer for RBKC Environmental Health Noise and Nuisance, objected on the grounds of public safety and prevention of public nuisance.

The police also noted that the applicant's risk assessment and event management plan did not explain how queues or public safety risks would be managed. They highlighted that alcohol sales into the public highway require a street trading licence, which RBKC does not grant for alcohol during the carnival, and that any unauthorised trading would be a criminal offence.

Mr Philip Richardson stated that the proposed alcohol sales from the forecourt of Flat A, 16 St Luke's Road were in a congested part of the carnival footprint and very close to an approved sound system, which could worsen congestion and negatively impact crowd movement. Mr Philip Richardson also noted that there was no evidence of permission from the property owners, Notting Hill Genesis, for the operation to take place.
