PC Jinelle Caldinez, on behalf of the Metropolitan Police, objected to the TEN on the grounds of the Prevention of Crime and Disorder and Public Safety. Appendix B- Police Objection stated that the location of the TEN was between two sound systems, and that selling alcohol in this area would encourage crowd build-up. PC Jinelle Caldinez believed that there would be large amounts of people in the area looking to purchase alcohol during Carnival, and that queues of people forming to make these purchases could increase overcrowding, resulting in road and pavement blockages. PC Jinelle Caldinez also raised concerns that Mrs Martin had not provided evidence that a street trading licence had been obtained under the London Local Authorities Act 1990, and that it is The Royal Borough of Kensington and Chelsea's policy not to grant a street trading licence where it is proposed to sell alcohol, or grant street trading licences for sales of any goods from a doorway onto the public highway during Notting Hill Carnival.

Mr Philip Richardson, on behalf of the Environmental Health Noise and Nuisance Team, also objected to the TEN on the grounds of Public Safety. Appendix C- Noise and Nuisance Objection stated that the TEN is situated on Colville Road very close to the sound systems Rampage, Nasty Love, and Trojan 7, in an area known for drawing and holding people at the site, which could negatively affect the flow of the crowd around this area. Mr Philip Richardson also noted that there was no evidence that a street trading license had been granted to allow the sale of alcohol onto the public highway.

The appendix states that the council aims to have a safe and enjoyable Carnival, and that the operators of licensed premises must ensure that they promote the four statutory licensing objectives:
