Herefordshire Council's Planning and Regulatory Committee met on 3 September 2025, and made decisions on three planning applications. The committee approved the construction of key worker dwellings in Holmer, and a mixed-use scheme in Ledbury, but refused an application for reserved matters in Ashperton.
Land to the North of Ashperton Village Hall, Ashperton, Herefordshire
The Planning and Regulatory Committee refused an application for approval of reserved matters relating to appearance, landscaping, and scale for a residential development of 10 dwellings, contrary to the case officer’s recommendation.
The application followed outline approval 152041 for residential development on the site.
Ashperton Parish Council objected to the application, stating that the proposed details of appearance would introduce a foreign element into the landscape and fail to protect and enhance the built environment because of the alien design. They also raised concerns about the scale of the development, and the lack of a bar scale on the drawings.
Other objections received by the council included concerns that the proposed development would be in a prominent position, and that the appearance of the dwellings would be entirely alien to a traditional Herefordshire village.
The committee agreed with the objections and refused the application.
Land South of Leadon Way (A417) and East of Dymock Road (B4216), Ledbury, Herefordshire
The Planning and Regulatory Committee approved an application for a hybrid planning application comprising: An application for full planning permission for the erection of a Day Nursery and Foodstore including access, car parking landscaping and associated work; & an application for outline planning permission for the erection of a medical centre, with a change to conditions.
The application site covers a broadly triangular parcel of land and is currently in agricultural use. It is primarily bound hedgerows, interspersed with trees. The surrounding area comprises a mix of uses. To the west, along the B4216 Dymock Road, there are commercial and employment premises. To the north of the adjacent four-arm roundabout, land is occupied by a mix of residential development and the Full-Pitcher public house. To the south-east, is a recently completed residential development – with its public open-space being located closest to the site's southeastern boundary.
The committee approved the application with a change to condition 13 to ensure the management and maintenance of both soft and hard landscapes was undertaken over a period of at least 30 years or for the maximum amount possible.
Land off Clubtail Drive, Holmer, Hereford
The Planning and Regulatory Committee approved an application for the erection of 31 key worker dwellings, including access from Clubtail Drive with associated infrastructure and landscaping.
The application was originally presented to the Planning and Regulatory Committee at its meeting on 4 July 2025, with an Officer recommendation of approval. Members of Committee debated the application and voted to defer the application to allow for further consideration of landscaping measures along the northern and eastern edges of the site.
Following this resolution, the Applicant submitted amended plans which included:
- The re-siting of the Adeline and Albany apartment buildings further to the west to create more space between the buildings and boundary the Park and Chose site.
- The reconfiguration of the access and parking arrangements on the northern parcel of the site, to accommodate the amended siting of the Adeline and Albany units.
- The provision of additional landscaping measures along the eastern and part-northern boundary, including provision of new hedgerow; columnar fastigiated trees; smaller ornamental trees within gaps and a larger feature tree to the north-east corner.
The committee approved the application in accordance with the case officer’s recommendation.
