The Bradford District Licensing Panel met to discuss applications for premises licences for 3-5 Oak Lane, Bradford, and Bini Brew Co Ltd, Ilkley. A decision on the application for 3-5 Oak Lane was deferred, and the application for Bini Brew Co Ltd was approved with conditions.
Application for a Premises Licence for 3-5 Oak Lane, Bradford, BD9 4PU
The Bradford District Licensing Panel deferred a decision on the application for a premises licence for 3-5 Oak Lane to a meeting on Thursday 25 September 2025.
Mr Bryar Latif applied for a new premises licence for the sale of alcohol for consumption off the premises, with opening hours from 7am to midnight, Monday to Sunday. The application form included steps to promote the licensing objectives1, such as installing a CCTV system, maintaining an incident log, and operating a 'Challenge 25' policy2.
Four representations were received from local residents, raising concerns about potential anti-social behaviour, criminal activity, noise, and littering. Concerns were also raised about the premises' proximity to four schools and the display of advertisements glamorising alcohol and smoking products.
One representation stated:
As a council you well know that the area has a lot of issues with alcoholics homeless begging antisocial behaviour boy races as well as the government sending criminals from prison to Bradford because it is cheap and there is nowhere else to send them.
Another representation said there were:
Too many off licence selling alcohol in the area - mk food store, mace, Edwards, Tesco... That these are causing littering of alcohol bottles and cans. The alcoholics hang out at the bottom of oak lane.
Another representation noted the premises is:
Situated in the St Pauls Conservation Area. The signage style, window vynls, flashing disco lights is all unacceptable in accordance with the conservation area settings and colours allowed.
Application for a Premises Licence for Bini Brew Co Ltd, 25 Little Lane, Ilkley, LS29 8HX
The Bradford District Licensing Panel approved the application for a premises licence for Bini Brew Co Ltd, subject to conditions.
Bini Brew Co Ltd, a micro brewery, applied for a licence for the sale of alcohol for consumption on and off the premises, and the provision of regulated entertainment indoors and outdoors. The applicant, Mr James Nicholas Rudge, amended the hours stated on the application to:
- Sale of alcohol: Monday to Thursday 09:00 to 22:00, Friday 09:00 to 23:00, Saturday 12:00 to 23:00, Sunday 12:00 to 22:00
- Performance of live music indoors and outdoors: Monday to Sunday 13:00 to 21:00
- Playing of recorded music indoors and outdoors: Monday to Thursday 17:00 to 22:00, Friday 15:00 to 23:00, Saturday 12:00 to 23:00, Sunday 12:00 to 22:00
The application included steps to address the licensing objectives, such as installing a CCTV system, implementing fire procedures, and operating a 'Challenge 25' policy.
Environmental Health requested the following conditions be placed on the licence to address the prevention of public nuisance objective:
- All outward opening exit doors and all windows are to be kept closed when regulated entertainment is taking place.
- The disposal of waste bottles into externally located receptacles shall not take place between the hours of 22:00 and 08:00.
A representation was received from a ward councillor, raising concerns about the potential nuisance impact on local residential properties. Councillor Ros Brown said:
While I appreciate the history and popularity of the company and am supportive of local businesses, at this stage as the licensing proposals stand I am very concerned about the potential nuisance impact on local residential properties to the south and west of the site and object to this application.
The panel approved the application, subject to the conditions requested by Environmental Health.
