The Members Home to School Transport Appeals Panel met on 3 September 2025, under the chairmanship of Councillor E.G. Thomas, Cabinet Member for Transport, Waste and Infrastructure, to consider one appeal against the council's decision not to provide free school transport. The panel unanimously agreed to refuse the appeal, maintaining the original decision.

School Transport Appeal

The panel considered an appeal by applicant L.A.P. against the decision of the authority not to provide free school transport. The Stage 1 Review Panel had previously refused L.A.P's application because the school in question was not the nearest, or Local Education Authority (LEA) designated school¹ for the home address, and therefore did not meet the criteria outlined in the council's policy.

The panel considered the written representations of the appellant, as well as observations from departmental officers, and the individual circumstances of the case.

The panel unanimously resolved to refuse the appeal, citing that L.A.P. was not attending the nearest or LEA designated school for the home address, due to parental preference, and therefore the refusal was in line with the Authority's Home to School Transport Policy.

The public were excluded from the meeting during the consideration of this item because it contained exempt information relating to a particular individual, as defined in Paragraph 12 of Part 4 of Schedule 12A to the Local Government Act 1972², as amended by the Local Government (Access to Information) (Variation) (Wales) Order 2007. The panel applied the public interest test and agreed that the need to protect the identity of the applicant and their family outweighed the public interest in disclosure.
