The Licensing Sub-Committee of Somerset Council scheduled a meeting for Friday, 5 September 2025, to discuss licensing matters. Transfer of Premises Licence - Deluxe Takeaway, Bridgwater
The sub-committee was scheduled to discuss an application to transfer the premises licence for Deluxe Takeaway, 73 High Street, Bridgwater, TA6 3BQ from Khorshid Tofiq Khorshid to Shivan Twfeek.
According to the report pack, Avon and Somerset Police had submitted a representation regarding the transfer, stating that Shivan Twfeek had allegedly failed to promote the licensing objective of the prevention of crime and disorder.
The report pack stated that the licensing authority received the application to transfer the premises licence on 6 August 2025. A representation to the application was received from Nicola Cooper, Police Alcohol Licensing Officer, on 18 August 2025.
According to the representation from Avon and Somerset Police, a review of the premises licence had been applied for by Immigration Enforcement following immigration offences. The police believed that the transfer application was an attempt to retain the premises licence. The representation stated that Shivan Twfeek had set up a new company, Deluxe Pizza Ltd, in November 2024 and was allegedly involved in running the business since that time.
The representation from Avon and Somerset Police also stated:
I am aware that door staff have not been employed at the premises for some time and I asked Mr TWFEEK about this. He said he hasn't employed doorstaff for about 2 months which is a breach of the premises licence since Mr TWFEEK has been involved in the business. I subsequently sent him a formal letter regarding breach of condition on 12/8/25 which has been signed and returned to me.
The Licensing Sub-Committee were to consider whether to grant or refuse the application to transfer the premises licence to Mr Shivan Twfeek.
