The Licensing Sub-Committee was scheduled to convene to consider applications for the renewal of Sex Establishment Licences for two businesses in Bournemouth: Easy Tiger and Temptation. Both applications had received objections, drawing the matters to the sub-committee for consideration.

The meeting was also scheduled to elect a chair and to note the Protocol for Public Speaking at Licensing Hearings.

Easy Tiger, 27 The Triangle

White Tiger Europe Limited had applied to renew its Sex Establishment Licence for Easy Tiger, located at 27 The Triangle, Bournemouth, BH2 5SE, permitting the premises to operate as a sex shop for another year. The application also included a request to replace the shop sign with a black version.

The report pack included a copy of the renewal application and proposed shop sign, a location plan, and a copy of the current Sex Establishment Licence.

The council had received one objection to the renewal. The objector, Susan Stockwell, raised concerns about the shop's proximity to the library, potential breaches of licensing conditions related to the door being left open, and window displays that she considered unsuitable for children.

Ms Stockwell stated:

Could I please see the current application for renewal and variation of the Easy Tiger license.

Pending that, could you please take this as my objection to the renewal on the basis that the shop is too near the library which has a children's section and in which I have seen children using the facility. Also that the operator has on numerous occasions left the door of the shop open in what appears to be breach of the conditions. Also that the operator has repeatedly dressed the window in a manner unsuitable for children to see.

The applicant, Jonathan Spencer, responded to the objection, addressing the issues raised. He stated that the issue of the door being open had been addressed in the original 2009 licence application and subsequent variation, and that the council had granted the licenses with full knowledge of the location and its proximity to the library. He also stated that the photograph provided by the objector was misleading.

Mr Spencer stated:

I believe the photograph provided by the objector is misleading. CCTV footage shows that the objector moved around the doorway to capture this particular angle.

I have attached an image of the entrance signage and would like to invite councillors who have not yet visited the store to come and take a look.

The Licensing Sub-Committee was asked to decide whether to grant or refuse the application for renewal.

Temptation, 1 Yelverton Road

Admiral Bars (Hampshire) Ltd had applied for the renewal of the Sexual Entertainment Venue Licence for Temptation, located at 1 Yelverton Road, Bournemouth, BH1 1DA, to permit relevant entertainment at the premises for another year.

The report pack included a copy of the application, a location plan, a copy of the current Sexual Entertainment Venue Licence, and the premises summary and layout plan.

The council had received one objection to the renewal. The objector raised concerns that the applicant was not the operator, that the applicant was unsuitable, that the premises were unsuitable, that the neighbourhood was unsuitable, and that the website for the business showed reviews which were dated before Club Temptation was opened.

The Licensing Sub-Committee was asked to decide whether to grant or refuse the application for renewal.

The report pack noted that BCP Council is accredited by White Ribbon, a charity engaging men and boys to prevent violence against women and girls. It stated that White Ribbon recognises the presence of sexual entertainment venues within Bournemouth, and that the personal health and safety of women working in the sexual entertainment industry is supported by licensed SEV premises. It also stated that all SEV licences include Codes of Conduct for customers and dancers to further ensure safety.
