The Central Stockport Area Committee were scheduled to meet to discuss a range of topics, including traffic regulation orders, development applications, and an update on the Edgeley District Centre Action Plan. The committee was also expected to review progress on previous decisions and consider an application for ward flexibility funding.
Proposed Traffic Regulation Orders
A number of reports concerned proposed traffic regulation orders (TROs) in the Central Stockport area.
- Edward Street and Bamford Street: A report detailed proposals for the introduction of a package of traffic regulation orders associated with the construction of the Guinness Apartment Buildings Development (planning refs DC/073782 and DC/087393). The committee was asked to recommend that the Cabinet Member for Parks, Highways and Transport Services approves the legal advertising of the package of traffic regulation orders.
- Gilmore Street, Cale Green: The committee was to consider a report regarding the introduction of a 'No Waiting At Any Time' traffic regulation order on Gilmore Street, Cale Green, following reports of vehicles parking on the footway and obscuring visibility for residents. The recommendation was that the Cabinet Member for Parks, Highways and Transport Services approves the legal advertising of the traffic regulation orders.
- Merseyway Phase 4 Highway Improvement Scheme: A report provided an update on the progress of the Merseyway Phase 4 Highway Scheme and sought approval to make the existing Experimental Traffic Regulation Orders (ETRO) of Static and Moving Restrictions permanent. The committee was asked to recommend that the Cabinet Member for Parks, Highways and Transport Services approves making the experimental traffic regulation orders permanent.
Development Application
The committee was scheduled to consider a report regarding a retrospective planning application for Unit 21, Christie Street Industrial Estate, relating to the change of use from Class E1 to Class B22 (industrial kitchen). The application also included external works, such as the installation of extraction equipment and air conditioning units, as well as the proposed installation of a secure bin storage area, boundary treatment, and planting. The planning officer, Natasha Ahmed, recommended that the committee grant planning permission subject to conditions. Several objections to the application were received, including concerns about:
- Lack of proper licensing
- Waste disposal and drainage
- Rodent infestation
- Odour nuisance
- Incompatibility with existing businesses and the nearby residential area
The complainant is alleging that the new food business is operating irresponsibly, creating a nuisance, and violating regulations. The concerns raised are significant and clearly highlight the fact that this company is not the right sort of business for our estate.
Objection 1
Edgeley District Centre Action Plan Update
The committee was scheduled to receive an update on the delivery of the Edgeley District Centre Action Plan, which included recent successes and priorities for the next six months.
The report noted that the vacancy rate for Edgeley was less than 1%, which continues to be the lowest of all the 8 Stockport District Centres and is significantly lower than the national average of 13.7%

The committee was asked to note the progress made in delivering projects and events, and to provide feedback on ideas for priority projects to allocate the UKSPF[^4] funding to.
Free to Charged Parking Objections Report
The committee was to consider a report on the findings of a consultation exercise for the introduction of a Traffic Regulation Order (TRO), to introduce charges to currently free car parks. Other Matters
- Age UK, Stockport: The committee was to consider an application from Age UK, Stockport for Ward Flexibility Funding for a total grant of £250 towards the cost of hosting an event to celebrate the 250th anniversary of author Jane Austen in partnership with Edgeley library.
- Planning Appeals, Enforcement Appeals and Notices: The committee was to consider a report summarising recent appeal decisions, listing current planning appeals and dates for local enquiries, informal hearings for planning appeals, and enforcement action within the Central Stockport Area Committee area.
- Progress on Area Committee Decisions: The committee was to consider a report providing an update on progress since the last meeting on decisions taken by the area committee, and detailing the current position on ward flexibility funding and delegated budget.
