The Bramhall & Cheadle Hulme South Area Committee met on 11 September 2025 to discuss a range of issues, including proposed changes to parking regulations, updates on district centre action plans, and improvements to the A34 corridor1. The committee also considered a request to remove bollards on Turves Road in Cheadle Hulme and an application for ward flexibility funding.
A34 Improvement Plan
The committee was scheduled to discuss a report from the Director of Place Management regarding the A34 Improvement Plan, specifically schemes 8 and 12. These schemes aim to alleviate congestion and improve accessibility along the A34 corridor.
Scheme 8 focuses on remodelling the Eden Park roundabout junction to include through lanes, a fourth arm to the west, and new controlled crossings for pedestrians and cyclists. As part of this scheme, there were proposals to:
- Extend an existing 20mph speed limit zone and 7.5T HGV ban into the new Turnpike Crescent housing estate.
- Provide waiting restrictions and a 24-hour clearway on the new section of Turnpike Crescent.
- Provide no waiting at any time restrictions on Eden Park Road between the existing 24-hour urban clearway and the junctions with Three Acres Lane2/Hall Edge Lane.
- Install a signal-controlled segregated pedestrian and cyclist Tiger crossing on the northern arm of the roundabout.
- Install a pedestrian and cycle Toucan crossing on the new link road (Turnpike Crescent).
- Install a signal-controlled pedestrian/cycle Tiger crossing across Hall Acres Lane.
Scheme 12 seeks to enhance pedestrian and cycle routes along the A34 corridor, linking Stanley Road to Bruntwood Park. The proposals included:
- Improvements to surfacing and lighting from Stanley Road to Eden Park Road.
- Parallel pedestrian and cycle crossings on Eden Park Road and Three Acres Lane.
- No waiting at any time parking restrictions on Three Acres Lane.
- Path widening on Bruntwood Lane between Bradshaw Hall Lane and Turves Road/Etchells Road.
- No waiting at any time parking restrictions at the Turves Road/Etchells Lane/Bruntwood Lane junction.
- Amendment of the no waiting at any time restrictions at the Bruntwood Lane/Llanberis Road junction.
- Surfacing improvements near Emmanuel Church.
- A signal-controlled pedestrian and cycle Sparrow crossing on Etchells Road.
- Widening, surfacing and lighting of Bruntwood Lane in Bruntwood Park.
- Formalising the no waiting at any time parking restrictions on Bruntwood Lane close to the car park.
The committee was asked to comment on the proposals and recommend that the Cabinet Member for Highways, Parks and Leisure Services approves the advertisement of the Traffic Regulation Order3 (TRO) and establishment of Toucan/Sparrow/Tiger crossings.
Free to Charged Parking
The committee was scheduled to consider a report regarding objections to the introduction of charges to currently free car parks. The report summarised the findings of a consultation exercise for the introduction of a Traffic Regulation Order (TRO) to introduce charges to currently free car parks.
According to the Agenda Item 7 - Free to Charged Parking Objections Report and Item 11 - Progress on Area Committee Decision, objections, support, and neutral/NA responses were received for car parks at Bramley Close and Church Road/Woods Lane.
The objections were categorised into several themes, including:
- Displacement/Enforcement: Concerns about potential exacerbation of existing parking issues and increased parking demand due to new developments.
- Impact on Specific Groups: Concerns about the cost and limitations of permits, school parking, and the impact on local residents, commuters, and businesses.
- Commuters/Active Travel: Concerns that charges could discourage the use of public transport from the railway station.
- Impact on Businesses: Concerns about loading bays, business rates, and the potential for businesses to leave the area.
- Rationale for Charging: Questions about how the income will be spent and why specific car parks were selected.
- Specific Issues: Concerns about abandoned cars/vans and land ownership.
- Consultation: Concerns about limited consultation.
District Centre Action Plans Update
The committee was scheduled to receive an update on the delivery of the Bramhall District Centre Action Plan and Cheadle Hulme District Centre Action Plan. The update included recent successes and priorities for the next 6 months.
Some successes from the last 12 months included:
Bramhall
- Support for the annual summer festival.
- Liaison with United Utilities on contributing financially to support events and local initiatives.
- Support for Bramhall In Bloom.
- Assistance with themed Worker Bee Markets.
- Support for various events and projects, including the Rotary's annual Duck Race and Simply Books 'Evenings with ….',
- Helped to develop the Chatty Café initiative hosted by Outside the Box and the Council funded new Baby and Us workshops.
Cheadle Hulme
- The Friends of Cheadle Hulme Station has now been established and hosted its first AGM.
- Assistance for Cheadle Hulme Greening Up Group.
- Parking challenges along Mellor Road have now been resolved.
Priorities for the next few months included:
Bramhall
- Worker Bee Market hosting a Wellbeing day on 13 September.
- Progressing with proposals to install promotional banners on the lighting columns.
- Proactive liaison continues with United Utilities and partners on the closure of the precinct car park.
- Work has begun on delivering this Christmas' Light Up Bramhall event on 30 November.
- Exploring options for installing small Christmas Trees above retailers.
- Ongoing discussions to secure support and funding for a new Welcome sign at the Station.
Cheadle Hulme
- Introducing additional planters and creating a small community garden outside Cheadle Hulme Dental.
- Supporting the re-establishment of themed markets in the shopping precinct.
- Progressing with plans for a Christmas event and grotto on 29 November linked to the Christmas Light Switch on event in Oak Meadow Park on 27 November.
- Ongoing support for the local parks groups to install wooden sculptures in Hesketh Park and Oak Meadow Park.
- Plans to introduce a social media platform to strengthen communications with local residents.
The committee was asked to note the progress made and provide feedback on ideas for priority projects to allocate the UKSPF4 funding to.
Removal of Bollards on Turves Road
The committee was scheduled to discuss a report regarding the removal of two bollards located outside properties 77 and 79 Turves Road in Cheadle Hulme. The request was made by a resident who wanted to allow parking outside the property.
The Director of Place Management requested that the committee consider the proposal, but recommended that the Cabinet Member for Parks, Highways and Transport Services endorse Network Management's recommendation to retain the existing bollards. The rationale for this recommendation was that Turves Road is a key strategic route and should remain free of parked vehicles. Additionally, a previous request for a bollard to be installed outside a nearby property was declined, and a recent complaint was received regarding parked vehicles causing obstructions further along Turves Road.
If the committee did not endorse the recommendation to retain the bollards, funding of £1,350 would have to be made available from the Cheadle Hulme South Delegated Ward Budget.
Ward Flexibility Funding
The committee was scheduled to consider an application from 1st Woodford Rainbows for Ward Flexibility Funding. 1st Woodford Rainbows requested a grant of £231 (Bramhall South & Woodford Ward allocation only) towards the cost of rewiring the unit's local scout hut, which had fallen into disrepair.
