The Licensing and Environmental Regulation Committee of Bolton Council convened on Tuesday, September 9, 2025, to address several licensing matters. The committee approved an application for the performance of hypnotism, and also discussed several private hire vehicle licensing applications and a case of misconduct by a licensed private hire driver, which were discussed in private.

Application for Performance of Hypnotism

The committee considered an application for the performance of hypnotism, as regulated by the Hypnotism Act 1952. The application LA02.25 hypnotism - Tansy Green was submitted by Tansy Green. The committee voted to approve the application.

Private Hire Vehicle Licensing

The committee moved into a closed session to discuss several applications and issues related to private hire vehicles, citing Section 100(A)(4) of the Local Government Act 1972, which allows for the exclusion of the press and public when discussing exempt information. The committee considered the following:

• Application to Licence a Non Standard Hackney Carriage Vehicle LER/21/25
• Application for a Licence to Drive Private Hire Vehicles LER/22/25
• Application for a Licence to Drive Private Hire Vehicles LER/23/25
• Misconduct by Licensed Private Hire Driver LER/24/25

These items were not for publication under paragraph 3 of Part 1 of Schedule 12(A) to the Local Government Act 1972.

The minutes of the last meeting held on July 29, 2025, were presented for approval. The minutes of the 29.7.25 Licensing Committee Mins were approved by the committee.
