The Local Review Body of Aberdeen City Council met on 15 September 2025 to review the decisions of an appointed officer to refuse two planning applications. The first application concerned the proposed conversion of a business premises into affordable flats. The second application concerned a change of use of agricultural land to domestic garden ground and erection of extensions to a property.
Planning Application Reviews
The Local Review Body of Aberdeen City Council was scheduled to review the decisions of an appointed officer to refuse two planning applications. According to the agenda, the review body is able to overturn the decision of the case officer.
For both applications, the agenda notes that:

Loirston House, 102 Wellington Road, Aberdeen
The first application up for review concerned Loirston House, 102 Wellington Road, Aberdeen, where the applicant sought permission for a change of use from Class 4 (Business) to form 24 affordable flats. The plans also included:
- Formation/replacement of doors
- Formation of windows
- Installation of cladding
- Alterations to the car park and garden ground with associated works including boundary treatments
- Bin store
- Landscaping
The members of the review body were provided with a number of documents relating to this application, including the delegated report, original application form, decision notice, letters of representation, planning policies referred to in submitted documents, the notice of review with supporting information submitted by the applicant/agent, and determination reasons for the decision.
The review body was also scheduled to consider conditions to be attached to the application if members were minded to overturn the decision of the case officer.
Borrowstone Bothy, Borrowstone Road, Kingswells, Aberdeen
The second application concerned Borrowstone Bothy, Borrowstone Road, Kingswells, Aberdeen, where the applicant sought permission for a change of use from agricultural land to domestic garden ground and erection of 1.5 and single storey extensions to the side.
As with the first application, the members were provided with a number of documents, including the delegated report, original application form, decision notice, letters of representation, planning policies referred to in submitted documents, and the notice of review with supporting information submitted by the applicant/agent.
The review body was also scheduled to consider conditions to be attached to the application if members were minded to overturn the decision of the case officer.
