Here is a summary of the agenda for the Cabinet meeting of Southend-on-Sea City Council, scheduled for Monday 15 September 2025. The Cabinet was expected to discuss a proposal for local government reorganisation, the Southend City's Infrastructure-led New Towns Initiative Expression of Interest, and an Air Quality Action Plan for Air Quality Management Area 1. Local Government Reorganisation Proposal
The Cabinet was scheduled to discuss a report regarding the approval of a Local Government Reorganisation Proposal.
The proposal, titled Creating a greater future for Essex,
was included as an appendix to the Report of Executive Director Strategy and Change.

Consent to the Combined County Authority Regulations 2025
The Cabinet was scheduled to discuss the Consent to the Combined County Authority Regulations 2025. A summary of the draft regulations was included as an appendix to the Report of Executive Director Strategy and Change. An addendum to this item was also included in the agenda.

The Cabinet was scheduled to discuss the Financial Performance Report for July 2025 (Period 4). The Period 4 Revenue Performance 2025-26 and Period 4 - July 2025 Capital Investment Programme Performance 2025-26 were included as appendices to the Report of Executive Director Finance and Resources.
Treasury Management Report Quarter One 2025/26
The Cabinet was scheduled to discuss the Treasury Management Report for Quarter One 2025/26. The In-house Investment Position as at 30 June 2025 and Treasury Management Performance for Quarter One - 2025-26 were included as appendices to the Report of Executive Director Finance and Resources. Externally managed funds performance against benchmarks for Quarter One - 2025-26 was also included as an appendix.
Debt Management Position to 31st July 2025
The Cabinet was scheduled to discuss the Debt Management Position to 31st July 2025. Write-offs to 31 July 2025 and the DebtManagementPosition 31072025 were included as appendices to the Report of Executive Director Finance and Resources.
