The Dacorum Council's Development Management Committee was scheduled to discuss several planning applications, including the conversion of a horticultural barn to a residential dwelling, and the retention of outdoor storage racking. Also on the agenda was an update on planning appeals.
Heath Barn Conversion
The committee was scheduled to consider applications relating to Heath Barn, St Johns Road, Hemel Hempstead. These included:
- Application 24/00075/FUL - Change of use from an educational building to five residential dwellings, including internal and external alterations, access, car parking and landscaping.
- Application 24/00076/LBC - Change of use from an educational building to five residential dwellings, including internal and external alterations, access, car parking and landscaping. This application also relates to listed building consent.
The report pack noted that Councillor William Allen, Portfolio Holder for Corporate and Commercial, had requested that the application be referred to the Development Management Committee due to the significant level of public interest and his concerns regarding the loss of the building as a community facility.
The report pack stated that the proposed change of use from educational purposes to residential was considered acceptable because the educational use of the property had long ceased, and a purpose-built new building had been constructed at Hemel Hempstead school. As a result, there was, according to the report pack, no objection to the loss of community facility in accordance with Policy CS23 of the Core Strategy[^2].
The report pack also stated that the proposed use of the buildings for residential purposes could be carried out without substantial harm to the heritage assets at Heath Barn, and should ensure the long-term maintenance and use of the heritage assets in accordance with the NPPF[^3] and Policy CS27 of the Core Strategy.
The report pack stated that the proposed residential scheme was considered acceptable and should result in a high-quality residential environment for future occupants in accordance with Policies CS11, CS12 and CS27 of the Core Strategy and Saved Appendix 3 of the Local Plan 1991-2011.
The report pack stated that the use of the premises would not result in any significant adverse impact upon the surrounding highway network nor be harmful to highways safety in accordance with Policies CS8, CS9 and CS12 of the Core Strategy and the Car Parking Standards SPD (2020).
The report pack noted that an application to register Heath Barn as an Asset of Community Value (ACV) was recently lodged under the Localism Act 2011 by Our Heath Barn. Proposals are being developed by Heath Barn CIC to use the space as an Arts and Wellbeing community hub and café. The report pack stated that the application to register Heath Barn as an ACV has been assessed against the provisions of Section 88 of the Localism Act 2011 and declined on the basis that there has been no recent use of the building by the community.
The report pack stated that the Conservation Officer has concluded that the proposals would result in less than substantial harm to the listed buildings, and that this harm should be weighed against any public benefits arising from the scheme including securing its optimum viable use if appropriate.
