The Planning and Highways Committee of Sheffield Council scheduled a meeting to discuss several planning applications, proposed cycle track conversions, and a record of planning appeal submissions and decisions. The meeting was scheduled to be held at the Town Hall on Pinstone Street.
Planning Applications
The committee was scheduled to discuss two planning applications:
13 The Quadrant, Sheffield, S17 4DB
A full planning application for a change of use from a dwelling house to a children's home was to be discussed. The property at 13 The Quadrant is a one and a half storey detached property. The proposal was for a change of use to a children's home to accommodate three children and one member of staff per child. No external alterations were proposed, but three off-street parking spaces were planned. 24 letters of objection had been received, raising concerns about land use, design, residential amenity, highways, and other matters.
39 Charles Street, Sheffield, S1 2HU
The committee was scheduled to discuss a full planning application for the demolition of existing buildings and erection of a 6-storey office building with a ground floor commercial unit. The site at 39 Charles Street is on the corner of Charles Street and Norfolk Street, within the City Centre Conservation Area. The application was a resubmission, seeking to vary previously approved plans. Key changes included the removal of the basement, alterations to the ground floor layout, and the introduction of a green wall. 40 objections had been received, in addition to objections from Councillor Douglas Johnson, Hallamshire Historic Buildings, and City Centre Residents' Association – ChangingSheff.
Cycle Track Conversion
The committee was scheduled to discuss three deferred items relating to the proposed conversion of public footpaths to shared footpath/cycle tracks.
Wilfrid Road and Shirland Lane, Darnall, Sheffield 9
The committee was scheduled to discuss a proposal to convert a public footpath to a shared footpath/cycle track linking Wilfrid Road and Shirland Lane in Darnall. The report noted that this proposal forms part of the improved cycling, walking and public transport infrastructure being brought forward under the Connecting Sheffield: Darnall – Attercliffe – City Centre scheme. The existing path is approximately 2.5 metres wide, and the plan was to provide a new path of varying width, between 3.5 and 4.5 metres. The report stated that the additional land, required to enable widening, is in the ownership of the City Council (Housing), and that once widened to 3m, the conversion of the footpath to a shared footpath/cycle track should not adversely affect the public's enjoyment of the area and will have no detrimental effect on the surrounding highway network and its users. The report included an addendum with further information around the consultation of the Darnall, Attercliffe, City Centre (DACC) scheme.
Watkin Close and Staniforth Road, Darnall, Sheffield 9
The committee was scheduled to discuss a proposal to convert a public footpath to a shared footpath/cycle track linking Watkin Close and Staniforth Road in Darnall. As with the previous item, this proposal forms part of the Connecting Sheffield: Darnall – Attercliffe – City Centre scheme. The report included an addendum with further information around the consultation of the DACC scheme.
Exeter Drive and Moore Street, Broomhall, Sheffield 3
The committee was scheduled to discuss a proposal to convert a public footpath to a shared footpath/cycle track linking Exeter Drive and Moore Street in Broomhall. The report stated that this conversion is proposed as part of the Connecting Sheffield: Nether Edge City Centre scheme, which aims to provide high quality, safer and easy-to-use cycling and walking routes. The report included an addendum with further information around the consultation of the Connecting Sheffield: Nether Edge-City Centre scheme. The report stated that if members were minded to approve the making of this Order, the public will be given at least a 28-day period to make a formal objection, and that notices will be posted at either end of the path and letters sent to all properties and user groups that are directly affected by the Order.
Record of Planning Appeal Submissions and Decisions
The committee was scheduled to note a report of the Head of Planning, listing all newly submitted planning appeals and decisions received, together with a brief summary of the Secretary of State's reasons for the decisions.
