Summary
The Delegated Decisions meeting of Plymouth City Council included a report pack that contained one item for consideration. Councillor John Stephens, Cabinet Member for Strategic Planning and Transport, was scheduled to discuss an amendment to a traffic regulation order relating to Armada Way. The report pack contained a briefing report, a delegation report, and an Equalities Impact Assessment relating to the proposed changes.
Armada Way Traffic Regulation Order
Councillor John Stephens, Cabinet Member for Strategic Planning and Transport, was scheduled to consider a report regarding amendments to The City of Plymouth (Traffic Regulation Orders) (Amendment Order No. 2025.2137343 – Armada Way) Order 2025.
The report pack recommended implementing the advertised proposals, which relate to the Armada Way public realm works. The intention of the scheme is to:
• Recapture the scale and grandeur of Armada Way. • Include more trees and greenery. • Include a huge and exciting new destination play village for families. • Help wildlife and nature. • Be water smart. • Improve safety for all, especially women and young girls. • Have more places to sit, relax and eat. • Include a new cycling path for people of all abilities. • Have plenty of pop-up spaces for retail, arts, culture, and entertainment.
The proposed changes to the traffic order include adding and amending parking restrictions on lengths of Armada Way. Specifically, the changes include 'No Waiting At Any Time' on all sides of Armada Way, from its junction with Mayflower Street, to the northern extent.
The report pack also noted that several items would be revoked from The City Of Plymouth (Traffic Regulation Orders) (Amendment Order No. 2024.2137318 City Centre Parking Changes) Order 2024. These revocations include:
- No Waiting At Any Time restrictions on the east and south side of Armada Way, from 50 metres north of its junction with Mayflower Street to its northern extent, and other specific points along the east side of Armada Way.
- Pay And Display restrictions on the east side of Armada Way, specifically from a point 26 metres north of its junction with Mayflower Street northwards for a distance of 10 metres, and from a point 41 metres north of its junction with Mayflower Street northwards for a distance of 9 metres.
- No Loading/Unloading At Any Time restrictions on the east and south side of Armada Way, from 50 metres north of its junction with Mayflower Street to its northern extent, and other specific points along the east side of Armada Way.
The report pack stated that the proposals for Armada Way were advertised on street, in the Herald, and on the Plymouth City Council website on 14 July 2025, and that there had been no representations received relating to the proposals included in the Traffic Regulation Order.
The report pack included an Equalities Impact Assessment, which concluded that no adverse impacts were anticipated as a result of the proposals.
