The Taxi Licensing Sub-Committee of Powys Council met on Thursday, 11 September 2025, to discuss an application for a joint Hackney Carriage and Private Hire Driver's Licence. Prior to this, the Sub-Committee Members were scheduled to attend a private briefing. The meeting was scheduled to begin with a resolution to exclude the public and the press from the meeting.
Exclusion of Public and Press
The Sub-Committee was to consider a resolution to exclude the public and press from the meeting. According to the agenda <Agenda frontsheet], the Monitoring Officer determined that categories 1 and 2 of the Access to Information Procedure Rules applied to certain items. These categories relate to:
(i) information relating to any individual
(ii) information which is likely to reveal the identity of an individual.
The Monitoring Officer's view was that the public interest in disclosing this information was outweighed by the need to protect individual privacy. The Sub-Committee was asked to consider these factors when determining the public interest test.
Application for a Joint Hackney Carriage and Private Hire Driver's Licence
The Sub-Committee was scheduled to consider an application for a Joint Hackney Carriage and Private Hire Driver's Licence, referenced as JD/01/25.
The public reports pack included a simplified procedure for licensing review sub-committees at hearings involving taxis. According to this procedure <Simplified sub-committee procedure. taxis], the chair introduces themselves and asks other members of the sub-committee to introduce themselves, as well as the council's representatives, the applicant, any local members in attendance, any representatives from Dyfed Powys Police1, and the Democratic Services Officer.
