Open Council Network is an independent organisation. We report on Barking and Dagenham and are not the council. About us
The Planning Committee of Barking and Dagenham Council met on Tuesday 23 September 2025. The committee approved a planning application for a residential and mixed-use development at 14-34 London Road, Barking, and a retrospective application for a car wash on Coppen Road, Dagenham. The committee also considered reserved matters for plots 210A and 210B at Barking Riverside.
14-34 London Road, Barking
The committee approved a planning application for a part 8-storey, part 30-storey building at 14-34 London Road, Barking, comprising 192 new homes and ground-floor commercial space. The development, proposed by Berryville Limited, will be a build-to-rent scheme, with 16.2% of units designated as affordable housing. Councillors debated the level of affordable housing, with concerns raised about the lack of social housing. Officers explained that the build-to-rent model and viability assessments indicated that 16.2% was the maximum achievable, with mechanisms in place for potential clawback of additional affordable housing if the scheme's viability improves. Contributions will be made towards local healthcare and education infrastructure. The development was approved by a majority vote, with one abstention.
Barking Riverside Phases 210A & 210B - Reserved Matters
The committee approved the reserved matters application for plots 210A and 210B at Barking Riverside. The development will provide 651 new homes across 12 blocks, ranging from 4 to 15 storeys. A significant 58% of the homes will be affordable, comprising 30% social rent and 28% London Living Rent, exceeding the minimum requirement. The scheme includes extensive communal amenity space, on-site play facilities, and adheres to high standards for unit size, daylight, and accessibility. Concerns about poor doors
were addressed, with assurances that the development is designed to be tenure-blind. Management of the site will be a mix of L&Q, Barking Riverside Limited, and a future resident group.
Car Wash, Coppen Road, Dagenham
A retrospective application for a change of use of a commercial unit and car parking space to a car wash at Coppen Road, Dagenham, was approved. The application received 13 objections, primarily concerning water splash and runoff, and increased parking and traffic pressure. Officers noted that while illegal parking was observed, it was not exclusive to the car wash. Conditions were imposed to mitigate potential issues, including the installation of a splash protection screen and petrol/oil interceptors, and adherence to a site management plan. The car wash's operation hours will be restricted.
Other Business
The committee also confirmed the minutes of the previous meeting held on 8 September 2025. Councillor Farouk Chowdhury declared that he would be leaving the meeting after the first item. Apologies were noted for Councillor Cormack, Councillor Ingrid Robinson, and Councillor Rubina Siddiqui. No declarations of interest were made by members.
