The Outer West Community Committee met to discuss the Outer West Community Committee Forward Plan for 2025/26, and to review the budget position for the Wellbeing Fund, Youth Activity Fund, Capital (CRIS) Budget, and the Community Infrastructure Levy (CIL) 'Neighbourhood Fund' Budget for 2025/26. They were also scheduled to consider grant applications from various local organisations.

Outer West Community Committee Forward Plan 2025/26

The committee was scheduled to discuss the Outer West Community Committee Forward Plan for 2025/26. The plan details the agreed Community Committee meeting dates, sets out Champion themes, and provides an update on engagement activity with local communities.

The report also highlights the role of the Community Committee Champions and the work of the Community Committee in relation to the Council's Constitution and associated delegations which are managed through its Delivery Group structure.

The agreed Champion themes are:

• Children's Services
• Community Safety
• Environment
• Health, Wellbeing & Adult Social Care

The report states that Champions will:

drive the work of the Community Committee through these themed Delivery Groups, whilst providing local leadership for each theme.

Updates on the activity of the themed work programmes will be delivered to the Community Committee by each Champion throughout the municipal year at the scheduled meetings.

Finance Report

The committee was scheduled to discuss the budget position for the Wellbeing Fund, Youth Activity Fund, Capital (CRIS) Budget, as well as the Community Infrastructure Levy (CIL) 'Neighbourhood Fund' Budget for 2025/26.

The report provided an update on the budget position for the Wellbeing Fund, noting that the total revenue budget approved by Executive Board for 2025/26 was £110,238, and that the total funds available to the Community Committee in 2025/26 was £196,238.56.

The report also provided an update on the budget position for the Youth Activities Fund, noting that the total revenue budget approved by Executive Board for 2025/26 is £46,313.89, and that the total funds available to the Community Committee for 2025/26 is £68,892.88.

The Outer West Community Committee has an indicative capital budget of £19,924.59 available to spend, and an indicative Community Infrastructure Levy Budget of £213,938.

The committee was scheduled to consider the following Wellbeing Fund grant applications:

• Farnley & Wortley Christmas Lights: Leeds Lights requested £9,000 towards the £9,000 cost of new Christmas lights to be erected in Farnley & Wortley (none currently).
• Bramley Festive Lights Switch On: Breeze requested £8,360 towards the £9,360 cost of a festive switch on event organised by Breeze in Bramley (sponsorship of approx. £1,000 towards costs).
• Bramley Christmas Lights: Leeds Lights requested £3,537 towards the £3,537 cost of Christmas lights in Bramley.
• Calverley Festive Lights: Leeds Lights requested £1,898 towards the £1,898 cost of lights in trees and Christmas tree lights in Calverley.
• Farsley Switch on Event: Breeze requested £3,825 towards the £3,825 cost of a festive switch on event organised by Breeze in Farsley.
• Farsley Christmas Lights: Leeds Lights requested £5,187 towards the £5,187 cost of Christmas lights in Farsley.
• Pudsey Carnival: Pudsey Carnival requested £2,600 towards the £10,600 cost of insurance and traffic management costs for Pudsey Carnival.
• Pudsey Lights: Leeds Lights & Farmac requested £9,072 towards the £9,072 cost of Christmas lights (£7,151) and 100 artificial trees in Pudsey.
• Rodley Christmas Lights: Leeds Lights requested £2,099 towards the £2,099 cost of Christmas lights in Rodley.
• Trip to Blackpool: Amal Eritrean Community Leeds requested £294 (£147 each) towards the £2,940 cost of a trip to Blackpool for young people aged 5-17 but up to 15 with additional needs, from Bramley & Stanningley and Farnley & Wortley.
• Leeds Walking Football: Leeds Walking Football requested £950 towards the £950 cost of bike servicing, equipment and staff training, across Bramley & Stanningley, Calverly & Farsley, Farnely & Wortley, and Pudsey.
• Motorbike Project: West Leeds Activity Centre requested £1,719 (£429 across each ward) towards the £9,500 cost of bike servicing, equipment and staff training, across Bramley & Stanningley, Calverly & Farsley, Farnely & Wortley, and Pudsey.

The committee was scheduled to consider the following Youth Activities Fund grant applications:

• Karate Champions for Life: Daido Traditional Karate Club requested £500 towards the £950 cost of hall and instructor hire from Sept – Dec in Pudsey.
• One Brand One Club One Community: Bramley Phoenix Football Club requested £2,718.75 from Bramley & Stanningley and £906.25 from Farnley & Wortley towards the £3,625 cost of personalised training tops and new match kits, to create a 'one brand' identity.

The committee was scheduled to consider the following Community Infrastructure Levy (CIL) grant applications:

• Crimbles - Birdmouth Fencing: Leeds Parks requested £800 towards the £800 cost of installing new fencing in Pudsey.
• Pudsey Speed Indicator Devices: LCC Highways requested £15,000 towards the £15,000 cost of installing 3 SIDs¹ in Pudsey; 1 on Valley Road and 2 on Pudsey Road.
• Pudsey litter bins: LCC Cleaner Neighbourhoods Team requested £512.96 towards the £512.96 cost of the purchase and installation of 2 replacement litter bins 1 for Chapel Lane, junction of Greenside and 1 at St Joseph's.
• Western Flatts Picnic Tables: LCC Climate Energy & Greenspace requested £7,500 towards the £7,500 cost of installing 3 new picnic tables at Western Flatts.
