The Bradford District Licensing Panel met on Thursday 25 September 2025 to discuss applications for premises licences. An application for 357a Idle Road was withdrawn, and a decision on an application for 3-5 Oak Lane was deferred until the next meeting.
Application for a Premises Licence for 357a Idle Road, Bradford, BD2 4JU
The panel noted that the application for a premises licence for 357a Idle Road, had been withdrawn by the applicant. The application was for the grant of a premises licence for the sale of alcohol for consumption off the premises. Representations against the application had been received from West Yorkshire Trading Standards, West Yorkshire Police, and the Licensing Authority. West Yorkshire Trading Standards had objected to the application on the grounds that the applicant had been prosecuted by them for selling illegal cigarettes in the Bradford area, and that they did not believe he was a suitable person to hold a premises licence. West Yorkshire Police had objected to the application on the grounds that they believed that the applicant, Morad Omer, was an alias of Mr Kirmanj Saleh, who had been convicted of numerous offences in the Bradford District in 2019. They also stated that when they visited the applicant's home address, the current occupant confirmed that Mr Omer did not live there and that they had lived there for 5 years. The Licensing Authority had objected to the application on the grounds of prevention of crime and disorder. They stated that Mr Omer had been convicted of various relevant offences at Bradford Crown Court on 18 May 2021, which included the sale of illicit cigarettes. They also stated that Mr Omer's personal licence had been revoked by Leeds Council on 18 June 2021, and that he had made a false statement on the application regarding his address.
Application for a Premises Licence for 3-5 Oak Lane, Bradford, BD9 4PU
The panel deferred the application for a premises licence for 3-5 Oak Lane, to the meeting scheduled for 16 October 2025. The reason for the deferral was that the panel considered it necessary for proper consideration of the application for the applicant, Mr Bryar Latif, and proposed designated premises supervisor to attend the meeting. The application was for the grant of a premises licence for the sale of alcohol for consumption off the premises. Four representations had been received from local residents raising concerns about anti-social behaviour, criminal activity, noise and littering. Concerns were also raised that the premises is near four schools with advertisements on the shop glamorising alcohol and smoking products. The applicant had proposed a number of steps to address the licensing objectives, including:
- Installing and maintaining a comprehensive digital colour CCTV system
- Keeping an incident log
- Ensuring that a written notice of authority is kept at the premises for all staff who sell alcohol
- Displaying notices advising customers to please leave quietly
- Ensuring that the area around the premise is kept free of litter
- Operating a 'Challenge 25' policy1

Challenge 25 is a retailing strategy that encourages anyone who is over 18 but looks under 25 to carry acceptable ID (a card bearing the PASS hologram, a photographic driving licence or a passport) if they are buying alcohol. ↩
