The Section 106 Allocations Sub-Committee met to discuss and approve the allocation of funds for tree planting projects across the city. A total of £211,227.87 was approved for allocation towards tree planting in 22 wards, utilising Section 106 contributions1 from developers. The tree planting programme aims to improve green spaces, air quality, and promote a more sustainable environment, aligning with the council's broader environmental goals.
Tree Planting Programme
The sub-committee approved the allocation of £211,227.87 towards a tree planting capital project throughout the city. The funding will come from Section 106 contributions received as listed in Appendix 2 of the public reports pack.
The tree planting programme for 2025/26 and 2026/27 is proposed to be funded by a combination of Section 106 contributions and a Northern Forest (Grow Back Greener) Grant. The council is working in partnership with the Community Forest Trust (CFT) and the Mersey Forest, with the Northern Forest Grant being claimed via CFT and administered by members of the Mersey Forest team.
The project aims to plant 439 trees of 'standard' size across 22 wards: Allerton, Anfield, Arundel, Belle Vale, Calderstones, Croxteth, Dingle, Edge Hill, Everton North, Fazakerley North, Garston, Gateacre, Penny Lane, Princes Park, Speke, Springwood, Tuebrook Breckside Park, Vauxhall, West Derby Muirhead, Woolton Village, Kirkdale East, and Sandfield Park. Exact locations for tree planting have not yet been confirmed, but will be within identified soft landscaping verges and greenspaces selected within these wards.
Species will be chosen to suit their locations, taking into account biodiversity, management, maintenance, and safety for users of the spaces. Section 106 contributions will cover the initial capital costs of planting and establishing the trees, while additional grant funding will support three years of maintenance and management, including replacement of trees if needed.
The report noted that a do nothing
approach was not feasible, as unallocated Section 106 contributions can be reclaimed by developers after a prolonged period.
The report also noted that ward councillors had been consulted on the proposals. Responses from two ward members had not been received, but were followed up.
