The Corporate Management Committee of Runnymede Borough Council is scheduled to meet on 25 September 2025 to discuss a range of topics, including the council's financial performance, environmental initiatives, and key performance indicators. The committee will also consider recommendations from other committees, such as the Community Services Committee. The meeting will cover both general updates and specific actions to be resolved.

CCTV Integration

The committee is scheduled to consider a recommendation from the Community Services Committee regarding the integration of public space CCTV cameras at Addlestone One and Magna Square into the council's wider CCTV network, operated by Safer Runnymede. The Community Services Committee supports the proposal, stating that it provides:

an opportunity to ensure that developments in two of Runnymede's main towns had public space CCTV that was integrated within the wider CCTV network operated by Safer Runnymede.

The report pack indicates that the integration aims to strengthen the identification of anti-social behaviour and detection of crime, support police response, gather evidence for prosecution, and help residents feel safe. The committee will consider the financial implications, including a supplementary revenue estimate of £23,500 in the first year and ongoing annual costs of approximately £14,500.

Great Big Green Week

The committee will be asked to note a report summarising the council's participation in the 2025 Great Big Green Week, which took place from 7-15 June. The report pack includes details of events organised by the council and local groups, feedback from participants, and key learnings. The committee will also be asked to agree on the level of involvement the council should have in the 2026 Great Big Green Week, with options ranging from simply supporting and promoting the event to actively participating with its own series of events.

The report pack notes that at a meeting of the Corporate Management Committee on 26 September 2024, the council agreed to support, promote, co-ordinate, provide assistance and participate (option 4) in the 2025 Great Big Green Week.

Disability Confident Scheme

The committee will receive an update on the council's progress within the Disability Confident Scheme, a national scheme supported by the Department for Work and Pensions. The report pack states that in August 2025, the council's application for Level 2 status was approved, making it a Disability Confident Employer. The report pack states that key developments over the last 18 months have been:

• The implementation of the Disability Staff Network Group (DSNG) who help provide advice and guidance back to the Council on ways to improve inclusion for people with a disability to help them excel in the workplace.
• SLT champion identified for the DSNG Maggie Ward
• The implementation of a new recruitment system Eploy that provides up to date accessibility features to assist colleagues with a disability applying for jobs at the Council and ensuring they are given an interview if they meet the essential criteria for the job

The report pack also notes that the council currently has 4.5% of employees who have shared that they have a disability or long-term health condition, while approximately 5.6% of the local population identify as having a disability.

Budget Monitoring Report

The committee will review the Q1 Budget Monitoring Report for April-June 2025, which includes financial projections for the General Fund, Housing Revenue Account (HRA), and Capital Programme. The report pack includes details of changes to the General Fund net expenditure, transfers to and from reserves, and financing and investment income. It also provides an update on the HRA, including changes to the HRA budget and the anticipated HRA working balance over the medium term.

The report pack notes that the council has successfully taken out £3.7m from its budgets over the last couple of years through a combination of establishment reviews, savings and efficiencies workshops, budget challenge workshops, service reviews and all staff savings and efficiencies drives.

Investment Property Update

The committee will receive an update on the council's investment property portfolio for Q1 2025/26. The report pack includes key performance indicators, such as investment property income, arrears, vacancy rates, and tenant retention. It also provides information on capital values, capital appreciation/reduction, loan to value ratio, interest cover ratio, and debt coverage ratio.

The report pack states that the Assets and Regeneration Team undertake the day to day running and maintenance of the Council's property portfolio which consists of operational and investment assets. There are currently 30 properties classified as investment assets.

Treasury Management Report

The committee will review the Treasury Management Report for Q1 2025/26, which focuses on financing, liquidity, cash, and risk management. The report pack reflects on the review of the council's treasury and investment strategies, along with prudential indicators, and compliance with the limits set for 2025/26.

The report pack states that during Q1 2025/26, the council complied with all its legislative and regulatory requirements and its Treasury Management Strategy Statement and Treasury Management Practices. No new borrowing was undertaken during the quarter, and the council maintained an under-borrowed position.

Corporate Key Performance Indicators

The committee will receive the Q1 2025/26 Corporate Key Performance Results, which provide a snapshot of performance across key areas of council business. The report pack includes a RAG (Red, Amber, Green) rating for each indicator, with a narrative against any indicator reporting Red or Amber.

The report pack notes that out of 43 CKPI indicators, data for two are supplied externally and so are reported one quarter in arrears, seven are indicators that only have full year targets, and four indicators have no set target. 30 indicators are being reported for Q1 2025/26, of which 19 have a green status, six have an amber status, and five have a red status.

Counter Fraud Service

The committee is scheduled to consider a report on renewal of the Counter Fraud Service contract with Reigate and Banstead Borough Council for the provision of counter-fraud services for 2025/26 and 2026/27 at a total cost of £309,715. The Standards and Audit Committee is due to consider a report on renewal of the Counter Fraud Service contract. The report pack indicates that a supplementary estimate of £9,180 is required for 2025/26 to reflect the increased contract costs for the current year, to be split 80/20 between the Housing Revenue Account (£7,344) and the General Fund (£1,836).
