The Professionalism and Trust Committee (Police) convened to discuss a range of topics, including equity, diversity and inclusion, professional standards, and stop and search procedures. The committee was also scheduled to discuss a motion to exclude the public from some items of the agenda.

Equity, Diversity, Inclusivity Update
The committee was scheduled to receive an update on Equity, Diversity, and Inclusivity (EDI) initiatives within the City of London Police. According to the PTC EDI Update October 2025 report, the Inclusivity, Culture and Organisational Development (ICOD) team had been working on an implementation plan, with a focus on measuring the impact of initiatives and behavioural change.
The report stated that the latter months of 2025 would include significant events for the City of London Police, including hosting the National Black Police Association conference at the Guildhall and planning listening circle events to understand cultural issues and the impact of national unrest.
The report also included an overview of progress against the 2025-26 prioritisation of the EDI strategy, noting that all actions were underway, but a more realistic forecast would see the 28 'high priority' actions completed by the first quarter of 2026, rather than the final quarter of 2025.
The PTC EDI Update October 2025 report also provided an update on successes, issues and risks, including:
- Ongoing delivery of the Our Inclusivity Programme, with 10 sessions delivered to 227 people.
- Inclusivity Programme and Compliance, with concerns raised about programme attendance figures and recommendations made to address these concerns.
- Business Analysis, with a full-time Business Analyst committed to Professionalism and Trust to help the ICOD team better understand their demand and capacity.
- Listening Circles, with previous circles used to good effect in the force and new circles planned to address external events impacting on policing.
- Training for Senior Leaders, with a half-day programme delivered to 23 delegates in July and a significant knowledge gain observed.
- Reinvigorating the Youth Independent Advisory Scrutiny Group (YIASG), with a review and amendment of the YISAG 'Standard Operating Procedure' (SOP) and a recruitment campaign at City-based schools and youth clubs.
The report identified risks and challenges, including:
- Responding to Emergent Issues, such as the Supreme Court ruling on gender definition or recent anti-immigration protests.
- Outstanding Equality Impact Assessments (EIAs), with many SOPs published without EIAs or with EIAs that are not fit for purpose.
- Measurement of Impact, with a recognition that this is a work in progress and will not be done extensively until the second year.
The PTC EDI Update October 2025 report included several appendices, including an Inclusivity Programme Evaluation Pack, an EDI Problem Statement Pack, and an EDI Strategy – Measurement Pack DRAFT.
Professional Standards, Conduct, and Vetting Update
The committee was scheduled to receive an update on professional standards, conduct, and vetting. The Public Q1 PSD update 2025-26 - Covering Report v2 SA24092025 report provided a summary of key issues, including:
- Complaint volumes, content, and performance, with an increase in complaints compared to the previous quarter, but remaining below the national average.
- Conduct volumes, content, and performance, with 22 conduct investigations recorded and 11 investigations finalised.
- Key wider issues, risks, and mitigations, including the HMICFRS report into the effectiveness of vetting and counter-corruption arrangements and evaluation gaps in understanding the impact of pro-active engagement work.
- Vetting, with progress on the continuous improvement Action Plan for Vetting and tangible improvements relating to productivity and service delivery.
The Public Q1 PSD update 2025-26 - Covering Report v2 SA24092025 report also included a forward look, with information on the annual PSD Conference and PSD Protect Engagement work.
The report included appendices on gifts and hospitality, and chief officers' register of group memberships.
Stop & Search and Use of Force Quarter 1 Update
The committee was scheduled to receive an update on stop and search and use of force statistics for the first quarter of the year. According to the PTC Stop and Search report for Q1 April 25 - June 25 v1.4, Q1 had seen an increase in stop and search activity, which the report stated was a result of the force responding to seasonal criminality within the City of London area. The report noted that bag and cycle thefts were more prevalent at this time of year, and that operations were ongoing in support of Pan London demonstrations.
The PTC Stop and Search report for Q1 April 25 - June 25 v1.4 included data on stop and search activity, disproportionality, and outcomes, as well as data on use of force. Key points from the report included:
- An increase in stop and search activity, with 340 stops conducted in Q1.
- A marginal increase in arrests resulting from stop and search, with 104 arrests made.
- A black disproportionality rate of 2.4.
- An Asian disproportionality rate of 0.9.
- A total of 220 items found during stop and search encounters.
- 966 uses of force recorded, an increase of 13.78%.
- 23 uses of taser, an increase of 27.77%.
- Two live complaints relating to stop/search.
- Four live complaints relating to use of force.
The PTC Stop and Search report for Q1 April 25 - June 25 v1.4 also noted that the force was graded as adequate in its use of police powers by HMICFRS, with two areas for improvement identified: recording information and reviewing data to better understand its use of stop and search, and improving its understanding of why officers use force in some circumstances.
Exclusion of the Public
The committee was scheduled to consider a motion to exclude the public from the meeting for certain items of business. The Agenda frontsheet 14th-Oct-2025 11.00 Professionalism and Trust Committee Police stated that this was proposed under Section 100 (A) of the Local Government Act 1972, on the grounds that the items involved the likely disclosure of exempt information as defined in Part I of Schedule 12A of the Local Government Act.
