The Cabinet - Shareholder Group of Wiltshire Council met on 30 September 2025 to discuss updates from the Stone Circle companies, and to review the minutes of their previous meeting. The public were excluded from discussions on the Stone Circle companies because of the commercially sensitive nature of the information to be discussed. The meeting was held at County Hall, Trowbridge.

Stone Circle Companies

The Cabinet - Shareholder Group were scheduled to receive updates on the Stone Circle Housing Company and the Stone Circle Development Company. They were also scheduled to receive the Stone Circle quarterly reports.

At the previous meeting on 17 June 2025, the Shareholder Group considered the Stone Circle Housing Company 2024/25 Annual Report and 2025/26 Business Plan. At that time, the Shareholder Group agreed to:

• Note the content of the report and the Stone Circle Housing Company 2024/25 Annual Report and 2025/26 Business Plan.
• Approve the 2025/26 Stone Circle Housing Company Business Plan.
• Delegate to the Director of Legal & Governance to take the necessary steps to recruit and approve appointments to the additional non-executive director posts as set out in the Business Plan.
• Delegate to the Director of Legal & Governance to investigate an alternative approach for the Stone Circle Housing Company with a meeting of the Shareholder Group to take place in November 2025 to review the progress of the Company for the year and to receive suggestions on a new approach.

Also at the previous meeting, the Shareholder group considered the Stone Circle Development Company 2024/25 Annual Report and 2025/26 Business Plan. At that time, the Shareholder Group agreed to:

• Note the content of this report and the Stone Circle Development Company 2024/25 Annual Report and 2025/26 Business Plan.
• Approve the 2025/26 Stone Circle Development Company Business Plan only in relation to Priestly Grove and approve the approach set out in the briefing note attached at Appendix 2 .
• Provide in principle support of the sale of nine new homes at Priestly Grove from Stone Circle Development Company to Stone Circle Housing Company.
• Recommend that Stone Circle Development Company accepts Wiltshire Council's offer of £56,000 as full and final settlement for costs incurred on Ashton Street.
• Approve the addition of solar panels to the 9 properties within the Priestly Grove development.
• Approve a 50/50 split of preliminary feasibility costs on other sites.
• Delegate to the Director of Legal & Governance to produce a detailed report on the Stone Circle Development Company to be brought to the November meeting of the Shareholder Group.

Exclusion of the Press and Public

The press and public were scheduled to be excluded from the meeting for the business relating to the Stone Circle companies. The reason given for this was:

To agree that in accordance with Section 100A(4) of the Local Government Act 1972 to exclude the public from the meeting for the business specified in Item Numbers 7 to 10 because it is likely that if members of the public were resent there would be disclosure to them of exempt information as defined in paragraph 3 of Part I of Schedule 12A to the Act and the public interest in withholding the information outweighs the public interest in disclosing the information to the public.

The relevant paragraph 3 of Part I of Schedule 12A to the Act refers to:

information relating to the financial or business affairs of any particular person (including the authority holding that information).
