The Westmorland and Furness Council Health and Wellbeing Board met to discuss the Better Care Fund, the South Cumbria Place Based Partnership, the North East & North Cumbria Integrated Care Board (ICB), the Public Health Annual Report, a 10 Year Plan, and the Health and Wellbeing Strategy. The board received updates on these topics, focusing on progress, challenges, and future plans. No votes were held at the meeting.
Public Health Annual Report
The board received the 2024 Annual Report from the Director of Public Health. The report covered a range of public health issues and initiatives in Westmorland and Furness.
At the previous meeting, Councillor Michael Hanley had raised concerns about health checks, specifically the lack of screening for pancreatic cancer and the absence of any mention of ultra-processed foods. In response, the Director of Public Health noted that Cumbria Health was taking health checks into workplaces. She also said that she would respond to Councillor Hanley outside of the meeting regarding pancreatic cancer.
Better Care Fund Q1 Update
The board received an update on the Better Care Fund (BCF) for the first quarter of 2025/26. The BCF aims to improve the integration of health and social care services.
At the meeting on 11 July 2025, the Cabinet Member for Adult Care, Councillor Patricia Bell, had raised the issue of the aging population and the need to focus on preventative measures to keep people from needing services.
At that meeting, the Service Manager – Adult Social Care Transformation and Commissioning had reported that the Better Care Fund was on target where data was available. He also noted that the submission was due at the end of March, but due to a discrepancy with NHS England1, the submission was made at the end of April.
Place Based Partnership Update
The board received an update on the South Cumbria Place Based Partnership2.
North East & North Cumbria ICB Annual Report
The board received an update report from Anita Barker, Acting Delivery Director (North Cumbria) ICB3.
10 Year Plan
The board received a report from the Public Health Senior Manager on a 10 Year Plan.
Health and Wellbeing Strategy Update
The board received an update on the Health and Wellbeing Strategy - Living Well for Longer.
