The South Hams Development Management Committee met to discuss a number of planning applications, including retrospective applications for signage and cameras at a Bigbury-on-Sea car park, and the removal of dormers at a property in Ringmore. The committee was also scheduled to discuss an update on planning appeals and undetermined major applications.
Planning Applications
The committee was scheduled to discuss several planning applications, including:
- 6 Brownston Street, Modbury: An application for a new garden store and gable window to bedroom 3.
- 6 Brownston Street, Modbury: A listed building consent for a new garden store and new gable window to bedroom 3. The applicant for both of these applications is a member of staff at South Hams District Council.
- Higher Manor, Ringmore, TQ7 4HJ: A householder application to remove dormers and adjust eaves and the ridge line of a garage (retrospective). Councillor Bernard Taylor called this application to committee because of concerns about the impact on the protected landscape.
Car Park Bigbury On Sea, Marine Drive, Bigbury-on-Sea, TQ7 4AS: A retrospective application for 7 poles and 4 ANPR1 cameras. Councillor Bernard Taylor called this application to committee because of concerns about the number of signs and the adverse impact on the protected landscape. A planning statement noted that:
The placement of the new poles and ANPR cameras has been carefully designed to provide maximum coverage from the minimum number of cameras for proper functioning of the Car Park. For security reasons, the cameras are placed on 4 metre high poles with security collars fitted to prevent theft or interference with the cameras. The security collars and the cameras are placed as low as possible to the ground to mitigate impact on the wider landscape whilst ensuring health and safety of car park users.

Development Site North of Church Hill, Holbeton: An application for variation of Condition 1 (approved drawings) of approval 0868/20/ARM (erection of 14 dwellings and associated development) to replace previously approved drainage layout drawings with revised drawings showing an amended drainage layout.
Planning Appeals Update
The committee was scheduled to receive an update on planning appeals. This included:
- Land adjacent to Lilymoor Lee Moor, PL7 5AF: An appeal against the refusal of permission in principle for 6 - 9 dwellings.
- 29B Ridge Hill Dartmouth, TQ6 9PE: An appeal against the refusal of a householder application for a raised roof to allow for a new first floor bedroom and ensuite, which was dismissed.
- The Lodge Duncannon Lane Stoke Gabriel, TQ9 6QY: An appeal against the refusal of a householder application for the provision of off road parking with part demolition of a wall.
- Higher Swannaton Farm Swannaton Road Dartmouth, TQ6 0JS: An appeal against the refusal for the conversion of a stone barn to a dwelling, demolition of an existing metal framed storage barn and former dairy, erection of a garage, revised access and parking area and formation of a garden.
- 11 Mead Close Ivybridge, PL21 9RW: An appeal against the refusal of a householder application for a side extension over a garage and a single storey rear extension.
- East View Crescent Road Ivybridge, PL21 0BP: An appeal against the refusal of a householder application for a loft conversion with raised roof and dormers.
- Puffins 6 Bonfire Hill Salcombe, TQ8 8EE: An appeal against the refusal of a householder application for relocation of an external staircase and use of a flat roof as a balcony/terrace (retrospective).
- Land At Sx 808 593 Sharpham Drive Totnes: An appeal against the refusal of prior approval for the proposed conversion of an existing agricultural barn into a single dwelling house (Class Q2).

The committee was scheduled to receive an update on undetermined major applications, including:
- Land off Godwell Lane, Ivybridge: A full planning application for the development of 104 residential dwellings with associated access, parking, landscaping, a locally equipped play area and infrastructure.
- Land off Towerfield Drive, Woolwell, Part of the Land at Woolwell, JLP Allocation (Policy PLY44): An outline application for up to 360 dwellings, associated landscaping and site infrastructure.
- Land at Woolwell, Part of the Land at Woolwell JLP Allocation (Policy PLY44): An outline application for provision of up to 1,640 new dwellings; up to 1,200 sqm of commercial, retail and community floorspace (A1-A53, D14 and D25 uses); a new primary school; areas of public open space including a community park; new sport and playing facilities; new access points and vehicular, cycle and pedestrian links; strategic landscaping and attenuation basins; a primary substation and other associated site infrastructure.
- Land Opposite Butts Park, Parsonage Road, Newton Ferrers, PL8 1HY: Erection of 20 residential units (17 social rent and 3 open market) with associated car parking and landscaping
- Land at SX 5515 5220 adjacent to Venn Farm, Daisy Park, Brixton: An outline application with all matters reserved for residential development of up to 17 dwellings (including affordable housing).
- Proposed Development Site East, Dartington Lane, Dartington, TQ9 5LB: Construction of 6No. two-storey residential dwellings with associated landscaping.
- Proposed Development Site West, Dartington Lane, Dartington: Construction of 39No. two-storey dwellings with associated landscaping.
- Dennings, Wallingford Road, Kingsbridge, TQ7 1NF: An application for approval of reserved matters following outline approval 2574/16/OPA (Outline application with all matters reserved for 14 new dwellings) relating to access, appearance, landscaping, layout and scale and discharge of outline planning conditions.
- Land at Littlehempston Water Treatment Works, Hampstead Farm Lane, Littlehempston: Installation of photovoltaic solar arrays together with transformer stations, site accesses, internal access tracks, security measures, access gates, other ancillary infrastructure and landscaping and biodiversity enhancements.
- Ash Tree Farm, Ash, TQ6 0LR: Construction of buildings comprising a staff welfare building, workshop, classroom/office, stables/tractor store, building to enclose an existing sand school, polytunnel, covered compost store, main animal rehabilitation building including shop/reception and 14no. animal rehabilitation buildings & enclosures, together with construction of new access onto highway, 24no. car parking spaces, internal roads & paths, foul & surface water drainage including attenuation pond, landscaping & associated development to serve use of site as animal rescue centre together with ancillary use of site for the purposes of providing education & therapy activities. Demolition of polytunnel & stables.
- Langage Energy Park Kingsway Plympton, PL7 5AW: Proposed construction of a 9.25km hydrogen pipeline running from the consented Langage Green Hydrogen Project to the Sibelco and Imerys sites.

- Proposed Development Site At Sx 5674 4947, Newton Ferrers: Variation of condition 9 (lighting) of planning consent 0351/25/VAR, relocation of commercial units & two dwellings, & amendment to affordable housing tenure.
- Sherford New Community Land South and South West of A38, Deep Lane Junction and East of Haye Road Elburton: Application for approval of reserved matters following outline approval for four buildings (A-D) located to the East & West of School Square, Sherford which include 15 one-bedroom apartments, 25 two bedroom apartments, & 4No retail spaces and a Nursery totalling 14,215 sq ft, with all necessary infrastructure including, on parcel highways, drainage, landscaping & substation, as part of the Local Centre of the Sherford New Community pursuant to Outline approval ref: 7_49/2426/06/O (which was an EIA development & an Environmental Statement was submitted).
