The General Licensing Sub-Committee of Blackburn with Darwen Council met on 7 October 2025 to discuss several licensing matters. The majority of the meeting was scheduled to be held in private, with the press and public excluded. The committee was scheduled to discuss applications for and reviews of Blackburn with Darwen drivers' licences, as well as reviews of dual drivers' licences.

Exclusion of Public and Press

The agenda for the meeting of the General Licensing Sub-Committee included a proposal to exclude the public and press from the meeting while certain items were discussed. This proposal was made in accordance with Schedule 12A of the Local Government Act 1972, which allows for the exclusion of the public when discussing exempt information relating to the financial or business affairs of a particular person (including the authority holding that information) .

Review of Dual Driver Licences

The General Licensing Sub-Committee was scheduled to review two cases involving dual drivers. A dual driver is licensed to drive both hackney carriages (taxis) and private hire vehicles. The first review concerned a dual driver, and included five appendices of supporting information. The second review also concerned a dual driver, and included four appendices of supporting information.

Applications for and reviews of Blackburn with Darwen Drivers Licences

The General Licensing Sub-Committee was scheduled to consider applications for and reviews of Blackburn with Darwen drivers licences. The Public Reports Pack contained documentation relating to these applications and reviews on pages 4-15.

Declarations of Interest

The agenda included an item for councillors to declare any interests in the items being discussed. According to the Declaration of Interest Form, councillors with a personal interest in a matter on the agenda were required to disclose the existence and nature of their interest. If the interest was a Disclosable Pecuniary Interest or an Other Interest under paragraph 16.1 of the Code of Conduct, the councillor was expected to leave the meeting during discussion and voting on the item.
