Fareham Borough Council is holding a meeting on Thursday 9 October 2025. The meeting will cover a range of topics, including the updated Corporate Strategy, motions regarding tackling speeding and antisocial vehicle use, and Southern Water. The council will also review minutes from various committees and advisory panels.

Updated Corporate Strategy

The council is scheduled to discuss and potentially approve updates to the Updated Corporate Strategy. The Corporate Strategy for 2023-2029 outlines the council's vision and priorities for the borough. This is the second annual review of the current strategy, and the Overview and Scrutiny Board has already considered and supported the proposed changes. The Executive also considered the review and agreed to recommended amendments.

The report details achievements since the last review under each of the council's six corporate priorities:

• Provide Housing Choices: This includes the publication of the Fareham Town Centre Regeneration Strategy 2025 2035, the launch of a new Tenant Engagement Strategy 2024 2029, and the completion of new affordable housing schemes.
• Respond to Climate Change and Protect the Environment: This covers the start of commercial food waste collections, approval of the updated rolling vehicle replacement programme 2025 2030, installation of solar panels at Fareham Leisure Centre¹, and funding awards for energy efficiency improvements.
• Strong, Safe and Healthy Communities: This includes construction progress at Welborne Garden Village², opening of a new play area at Fareham Park, and consultation on an updated Air Quality Strategy.
• Promote Economic Development: This involves construction of a training facility at Faraday Business Park for Bristow Helicopters, ground-breaking for a new manufacturing facility at Daedalus for Eaton Fuel Systems, and selection of a new operator for Solent Airport.
• Leisure Opportunities for Wellbeing and Fun: This includes high ticket sales for Fareham Live, a Heritage Lottery Fund grant award for the Holly Hill Rediscovered Project Woodland Park, upgrades to play areas, and record numbers of visitors to leisure centres.
• Responsive, Inclusive and Innovative Council: This covers the launch of a calendar for recognising local causes, a new performance measures approach, positive feedback from a Local Government Association (LGA) Corporate Peer Challenge, a new Communications and Engagement Strategy, and upgrades to the council's website.

The report also addresses the impact of devolution and local government reorganisation, noting that Fareham Borough Council is expected to cease to exist from 1 April 2028. As a result, the council is proposing a categorisation of project delivery:

• Category 1: Projects where delivery is being accelerated to ensure completion before the council becomes a Unitary Authority.
• Category 2: Projects that will continue to be delivered at the same pace as originally agreed.
• Category 3: Projects that will only be focused on once Category 1 and 2 projects are completed, if resources allow.

The Overview and Scrutiny Board supported the proposed changes, with a request for clarification on the investment plan figure for Daedalus. The proposed categorisation of each corporate project is included in Appendix B of the report.

Motions

Two motions are scheduled to be discussed at the meeting:

• Tackling Speed and Anti-Social Vehicle Use in Fareham: This motion, proposed by Councillor Pal Hayre and seconded by Councillor Jacquie Needham, requests that the Leader of Fareham Borough Council write to Donna Jones, Police and Crime Commissioner for Hampshire and the Isle of Wight, and the Members of Parliament representing the Borough of Fareham, to raise concerns about speeding and antisocial vehicle use. The motion aims to increase visible enforcement, consider targeted interventions, advocate for additional resources, and ensure that tackling this issue becomes a recognised local priority. The notice of motion states that councillors are regularly contacted by residents concerned about the disruption, danger and lack of enforcement.
• Southern Water Performance: Proposed by Councillor Alison West and seconded by Councillor Chrissie Bainbridge, this motion asks the Overview and Scrutiny Board to invite representatives from Southern Water to attend a meeting. The aim is for Southern Water to present their plans to reduce sewage spills into local rivers and the coastline, and to share data on the capacity and resilience of their infrastructure, especially in relation to new housing developments and planning applications in the borough. The notice of motion notes that Southern Water held a drop-in event in Wallington Village Hall in Fareham in July, and that their Stakeholder Engagement Team expressed a willingness to meet with a broader group of council officers and members.
