The Middlesbrough Council Planning and Development Committee are scheduled to meet on 9 October 2025 to discuss several planning applications, including residential developments, a retrospective application for a church hall, and change of use applications for houses in multiple occupation (HMOs). They will also review recent planning decisions and appeals.
Planning Applications
The committee will be considering a schedule of planning applications requiring special consideration.
Turford Avenue Social Club
An application from Mr Steve Owen seeks permission for the erection of 10 bungalows, including associated works and landscaping, on the land of the former Turford Avenue Social Club. The planning officer's report recommends conditional approval, noting that the proposed development is considered acceptable as it is residential development in an area with established residential properties. The report states that:
The design, layout and arrangement of the bungalows are all deemed to be of a good quality that is in accordance with the relevant local and national policies.
The planning officer's report notes that Councillor Graham Wilson requested that the application be considered by the Planning Committee.
The report also notes that the site is within a safeguarding area for salt and gypsum1, but that Policy MWC4 allows non-mineral development where the need for development outweighs the need for the mineral resources.
Church Halls, Kings Road
Mr Daban Hussein has submitted a retrospective application for external alterations to Church Halls, Kings Road, including replacement of the natural slate roof with artificial slate tiles, replacement of timber-framed windows with uPVC-framed windows, and replacement of timber doors with steel-faced timber doors. The planning officer's report recommends conditional approval.
The report notes that objections were received from a number of residents, highlighting issues regarding impacts on the street scene, character and appearance of the area, use of inappropriate materials given the age of the building, roof construction, safety concerns, use of the building and parking concerns.
The planning officer's report notes that the building can be classed as a non-designated heritage asset, which carries some weight in the planning process.
The report notes that the LPA is aware that since the application was submitted further unauthorised works have been carried out to the building as external grills have been added to the ground floor windows, and that the owner has been notified and informed that the grills must be removed from the building to avoid enforcement action being taken.
HMO Applications
The committee will also be considering applications from SKW Capital LTD for retrospective change of use from dwelling to HMO for properties at 41 Bow Street and 27 Wicklow Street. The planning officer's reports recommend refusal and enforcement for both applications, stating that the proposed HMO accommodation fails to provide an acceptable standard of accommodation and adequate means of amenity for future occupiers.
The planning officer's report for 41 Bow Street notes that Councillor Jill Ewan has objected to the application, raising concerns about impacts on area character, highway issues, overlooking and loss of privacy, capacity of physical infrastructure and incompatible or unacceptable uses.

Pennyman Way
Mr Ed Walker has submitted a retrospective application for the erection of a detached garage to the side and a single-storey extension at 1 Pennyman Way. The planning officer's report recommends conditional approval.
The planning officer's report notes that this application follows a previous refusal for the erection of a detached garage which was of notable height and was to be rendered. This element has now been amended and is of a reduced height, comprising brickwork to the front elevation.
The report also notes that as originally submitted, this application also sought planning consent for a rear dormer, also retrospectively, but that due to it being contrary to the Council's adopted design guidance, in relation to its design, scale and impact on the character and appearance of the area, it has since been removed from this proposal.
The planning officer's report notes that objections were received from nearby residential properties, highlighting concerns relating to the scale and appearance of the development, overdevelopment of the site, and loss of privacy and overlooking to nearby residents.
The report also notes that Stainton & Thornton Parish Council has objected to the application.

The committee will be provided with a report containing details of planning applications which have been approved in accordance with delegated authority between 24 August 2025 and 26 September 2025.
Planning Appeals
The committee will be provided with an update on various Planning Appeals that have been considered by the Planning Inspectorate. These include appeals relating to:

- 15 Albert Terrace
The Appeal Decision - 15 Albert Terrace TS1 3PA document reveals that the Planning Inspector allowed an appeal for a change of use of a dwellinghouse to a 7-bed HMO, subject to conditions.
