Here is a summary of the scheduled discussions for the Planning Committee meeting of Croydon Council on 16 October 2025. The agenda included planning applications for large residential developments at Regina Road Estate and 12 The Ridge Way. The committee was also scheduled to review delegated planning decisions.
Planning Applications for Decision
The Planning Committee was scheduled to consider two planning applications. It is important to note that the committee documents do not reveal what decisions were made, only what was put forward for consideration.
Regina Road Estate, Regina Road and Sunny Bank, South Norwood
The committee was to consider a hybrid planning application for the Regina Road Estate, submitted by The Mayor and Burgess of The London Borough Of Croydon, for a phased mixed-use development. The application included both full and outline planning proposals.
The full application sought permission for:
- Demolition of existing buildings, except for 1-87 Regina Road.
- Construction of nine blocks (3 to 6 storeys) and five 2-storey dwellinghouses, providing 225 residential units.
- A pre-school, a community space, and a multi-use games area (MUGA).
- Associated public realm, landscaping, play space, refuse/recycling, car and cycle parking facilities.
The outline application, with all matters reserved, was for the construction of two blocks, up to 14 storeys, providing up to 115 residential units, along with associated amenities.
The Director of Planning & Strategic Transport recommended that the Planning Committee grant planning permission, subject to conditions and the completion of a legal agreement to secure planning obligations. These obligations included:
- Affordable Housing: 215 social rent units in Phase 1, with 10 units for returning leaseholders. A viability assessment was to be submitted at the reserved matters stage for Phase 2, to secure any resulting affordable housing.
- Transport: Highway works, adoption of reconfigured footway, car club spaces, and a travel plan.
- Environmental: Monitoring clauses.
- Design: Retention of scheme architects for Phase 1.
- Public Realm: Public access to public spaces, public realm delivery and a management plan.
- Employment and Training: A Local Employment and Training Strategy (LETS) for construction.
- Other: A community use plan for the Community Space, relocation/continuation of the pre-school in a local area during construction, and a temporary community space during construction.
Financial contributions were also recommended, including:
- Carbon Offset: £192,156 for Phase 1 and an estimated £100,743 for Phase 2.
- Local Employment and Training Strategy (LETS) Construction: £115,412.50 for Phase 1 and an estimated £87,500 for Phase 2.
- Sustainable Transport Contribution: £34,000 for Phase 1, with a maximum of £172,500 for Phase 2.
- Air Quality Contribution: £3,400 for Phase 1, with a maximum of £11,500 for Phase 2.
- NHS Contribution: Up to £281,833.
The report pack noted that the proposal had been presented to the Design/Place Review Panel on four occasions, and to the Planning Committee as a Developer Presentation on two occasions. It also noted that the emerging Croydon Local Plan allocated the Regina Road Estate as a zone suitable for tall buildings.
The report pack stated that the recommendation to grant permission was made because the provision of up to 340 residential homes would make a notable contribution to housing delivery in a sustainable location.
The report pack also stated that the Planning Committee was to confirm that it had had special regard to the desirability of preserving the settings of listed buildings and features of special architectural or historic interest, and that it had paid special attention to the desirability of preserving or enhancing the character and appearance of the South Norwood Conservation Area.
Aveline Apartments, 12 The Ridge Way, South Croydon
The Planning Committee was to consider a retrospective planning application for Aveline Apartments, submitted by Stonebuild Developments Ltd. The application sought permission for the demolition of the existing building and the erection of a two/three storey building including a basement and accommodation in the roof space, to provide nine residential units, with associated parking/access, landscaping, cycle and refuse stores.
The Director of Planning and Sustainable Regeneration recommended that the Planning Committee grant planning permission, subject to conditions. These included:
- Submission of a full soft landscape plan and adherence to a submitted management and maintenance plan.
- Car parking and access to be laid out in accordance with plans.
- A cycle store to be fully constructed and useable for residents.
- Electric vehicle charging points to be installed and retained.
- Details to be submitted and installation of screening to terraces of Flats 2 and 4.
- Installation of obscure glass to the ground floor windows/doors in Flat 2.
- Ecological enhancements to be undertaken and maintained.
- Provision of Flat 1 as 'wheelchair adaptable' and Flat 2 being 'accessible and adaptable'.
- Retention of existing playspace and refuse store.
- A flat roof at the rear of the building not to be used as a balcony or roof garden.
- Adherence to a Sustainable Drainage System (SuDS) management and maintenance plan.
- Water use to be limited to 110 litres per person.
- Adherence to a Fire Strategy Report.
The report pack noted that Councillor Helen Redfern and Councillor Hale had requested committee consideration of the application.
The report pack stated that the recommendation to grant permission was made because the principle of the development was acceptable, the scale and overall design of the development were considered acceptable within the street scene, and the development would provide a suitable quality of accommodation.
Other Planning Matters
The Planning Committee was also scheduled to review a list of delegated planning decisions taken between 15 September 2025 and 5 October 2025.
