This meeting of the Staffordshire Moorlands District Council's Cabinet Delegated Decisions was scheduled to discuss the allocation of Section 106 1 funding for improvements to the play area at Hurstones Lane in Alton. The report pack included a recommendation to approve the allocation of funds.
Hurstones Lane Play Area Improvements
The main item for discussion was the proposed allocation of £28,034 of Section 106 funding towards improvements to the play area at Hurstones Lane from the Saltersford Lane development (SMD/2015/0435). Councillor Matt Swindlehurst, Portfolio Holder for Leisure and Tourism, was scheduled to consider a recommendation to approve the allocation.
According to the Public Reports Pack, in February 2024, Staffordshire Moorlands District Council received £112,178.29 from the development at Alton, including indexation. These funds are specifically for the:
development, maintenance, and refurbishment of the existing playing fields at Hurstones Lane, including the purchase of new equipment and other facilities. The total includes contributions for both play space and playing fields.
The council officers, Angela Dale, Partnership and Engagement Lead, and Elaine Hallworth, Head of Leisure and Environment, have been working with Alton Parish Council to support the development and improvement of the play and recreation grounds at Hurstones Lane since March 2025.
The proposed improvements to the current play area include:
- The addition of a basket swing and a tractor springy
- Repair and maintenance of the current zip wire
- Improvements to the current grass mat surfacing
- Removal and disposal of the existing gate, replacing it with a new self-closing gate to improve safety
The report pack stated that the project aligns with the strategic aims outlined in the Green Spaces Strategy and Move More Staffordshire Moorlands Strategy, including focusing resources and support to engage with young people of all abilities.
If the allocation was approved, £84,144.29 would remain in the Section 106 funds for future projects at Hurstones Recreation Ground.
