  • Littering
  • Obstruction of entrance or exit to stairwells
  • Taking of psychoactive substances
  • Congregating or loitering as part of a group of persons in connection with any of the said activities

The cabinet also agreed to delegate authority to relevant chief officers to make future PSPOs, subject to statutory conditions and consultation with the Leader of the Council and the relevant Lead Member.

Councillor Shantanu Rajawat, Leader of the Council, said the proposals represented a positive step towards reassuring residents and sent a message that the council was prepared to take similar action in other areas of the borough where such issues occurred. He also highlighted the council's offer of support to those individuals who needed it, either directly or through its partner organisations.

Risk Management Framework

The cabinet approved a refreshed Risk Management Framework, with the aim of improving how the council identifies, assesses and manages risks.

Councillor Shantanu Rajawat introduced the report from Sarah Filby, Director of Strategy, Performance and Commissioning, and said that he supported its recommendations.

The Risk Management Framework sets out the principles, approach, tools and culture that will support the effective management of risk at Hounslow Council. It includes an action plan to embed improvements across the organisation.

Hanworth Park House

The cabinet agreed in principle to use compulsory purchase powers to acquire land to facilitate the Hanworth Park House project. They also agreed to amend the highway register and modify a restrictive covenant on private land within the application site.

Councillor Tom Bruce, Deputy Leader of the Council and Portfolio holder for Assets, Regeneration and Development, described the report as technical and said that the proposals illustrated the council's commitment to heritage, to building new homes and protecting green spaces.

The council delegated authority to the Director of Regeneration and Economic Growth to approve the detailed terms of the Compulsory Purchase Order (CPO) and associated Statement of Reasons, and to deal with all statutory processes required to publicise, consider objections and seek confirmation from the Secretary of State.

The cabinet also delegated authority to the Director of Economic Regeneration and Growth to take actions considered appropriate to resolve issues regarding site assembly, including access, for development in accordance with the planning permission, subject to entering into a Collaboration Agreement1.

Councillors expressed their support for the proposals to restore the building and protect the borough's heritage.

Charlton and Albany House Development

The cabinet approved the commencement of the procurement process to appoint a main contractor for the Charlton House and Albany House development in Brentford.

Councillor Tom Bruce introduced the report and suggested that the site might be named Steve Curran House after the borough's late former Leader, subject to discussions with the Curran family and due process being followed.

Councillor Katherine Dunne offered her wholehearted support for the proposals and expressed her view that the suggested name would be fitting.

The cabinet noted that an Outline Business Case recommending the delivery option for this project would be subject to cabinet approval following approval of the 2026 Housing Revenue Account (HRA) Business Plan. The HRA is a ring-fenced account that local authorities use to account for income and expenditure on council housing.
