Asset of Community Value Nomination - Green Lane Allotments

The committee approved the designation of Green Lane Allotments as an Asset of Community Value. This decision followed a report detailing the nomination submitted by the Green Lane Allotment Society. The nomination highlighted the allotment's long history, dating back to 1952, and its ongoing contribution to social wellbeing, environmental sustainability, and community interests. The site currently comprises 161 cultivated plots managed by 109 members and supports biodiversity, public health, education, and social inclusion through events and partnerships. The committee confirmed that both the asset and the nominating organisation met the legal criteria for designation under the Localism Act 2011 and the Assets of Community Value Regulations 2012.

Moston Street and Williamson Street, Reddish

The committee agreed to proposed amendments to a Traffic Regulation Order for 'No Waiting at Any Time' restrictions on parts of Moston Street and Williamson Street in Reddish. This decision was made despite objections from residents who raised concerns about the impact on available on-street parking. The proposed amendments reduce the extent of the double yellow lines to 5 metres on both sides of Moston Street and on the western arm of the junction on Williamson Street, with a 10-metre restriction maintained on the opposite eastern arm due to the sharp radius. The committee noted that these restrictions are in line with Highway Code recommendations for road safety and traffic management.

Derby Range, Portland Grove, Birch Avenue & Moorfield Grove, Heaton Moor

Approval was given for the legal advertising of Traffic Regulation Orders to revoke permit parking for residents on Derby Range, Portland Grove, Birch Avenue, and Moorfield Grove in Heaton Moor. This decision follows a consultation where less than the required 51% of residents supported upgrading to a charged permit scheme. The council is phasing out remaining free permit schemes across the borough. Residents living within 100 metres of the Derby Range car park would be entitled to an annual pass for that facility as a consolation.

Stockport Homes Update

Representatives from Stockport Homes provided an update on their services, addressing concerns raised by councillors regarding antisocial behaviour and housing demand. Councillor James Frizzell highlighted that antisocial behaviour numbers were really sort of, you know, I didn't realise they were so high, if I'm being frank, you know, sort of 120-plus per thousand units. Stockport Homes confirmed they have a strong Safe Enabled team and various tools to tackle antisocial behaviour, offering to provide further information at future meetings.

Regarding housing demand, Councillor David Sedgwick noted the remarkable number of bids per property, stating, if ever we needed evidence to show that we need more social housing in Stockport is exactly that. Stockport Homes explained their allocations policy, which awards extra points for time on the waiting list, and outlined the support available for tenants and non-tenants, including housing advice and mediation. They also acknowledged the high demand, with 400 bids for, you know, three- and four-bedroom houses across the borough, and noted that the turnover of properties had significantly decreased over the years.

Discussions also covered damp, mould, and condensation (DMC), with Councillor Claire Vibert asking for clarification on DMC orders and the process. It was explained that DMC orders refer to the number of customer calls received, and that follow-on works and inspections are conducted. The team also detailed proactive measures, including annual gas checks, electrical inspections, stock condition surveys, and a eyes wide open reporting function for all staff. A new dashboard called Finding Our Silences has been developed to identify and contact residents with whom Stockport Homes has had no recent contact.

Councillor Colin Foster raised concerns about no access properties related to damp and mould issues, and the officers stated they would investigate the current situation. He also questioned the presentation of satisfaction statistics, suggesting that absolute figures alongside percentages would provide a clearer picture.

Appointment of Councillors to Lay Wreaths at Remembrance Day Services

The committee appointed councillors to lay wreaths at Remembrance Day services on Sunday, 9 November 2025. Councillor Dean Fitzpatrick was appointed for Heaton Mersey War Memorial, Councillor Holly McCormack for Reddish War Memorial, and Councillor Dena Ryness for St Paul's Church, Heaton Moor.

Progress on Area Committee Decisions

The committee noted a report providing an update on decisions made by the Area Committee, including the current position on area flexibility funding and ward discretionary budget funding. Councillor Liz Crix raised a point about the use it or lose it nature of the discretionary budget, which is only available until the end of the financial year. The committee acknowledged the need to encourage more groups to apply for this funding.

Ward Flexibility Funding - Sustainable Living in the Heatons

An application from Sustainable Living in the Heatons for £120 from the Heatons South Ward allocation for daffodil and crocus bulbs was withdrawn by the applicant, who had sourced funding elsewhere. Councillor Colin Foster suggested sending a letter of thanks to the applicant for informing the committee of their decision.
