The Cabinet of Hounslow Council met on Tuesday 11 November 2025 to discuss a range of important issues, including the adoption of the council's long-term vision, Hounslow's Vision 2050. The meeting also addressed the refresh of the West London Waste Plan, the finalisation of the Housing Strategy for 2025-2030, and proposed changes to housing assistance policies for disabled residents. Financial monitoring and treasury management for the 2025/26 period were also reviewed, alongside a new operating model for the council's enforcement services.
The Cabinet approved Hounslow's Vision 2050 as the council's long-term vision and referred it to the Borough Council for noting. They also approved the draft West London Waste Plan for public consultation as part of the Regulation 18 consultation process. The final Housing Strategy 2025-2030, which incorporates plans for homelessness and rough sleeping, was approved, with authority delegated for its operational delivery. The Cabinet also approved consultation on draft policies for Housing Assistance and Housing Aids & Adaptations, aiming to improve support for disabled and vulnerable residents. Financially, the Cabinet noted the forecast General Fund revenue budget position of a £10.5m overspend and approved the write-off of £818k of business rates debt. They also approved budget increases for Disabled Facilities Grants and the purchase of new traffic monitoring and enforcement cameras. Finally, a new operating model for Enforcement was approved, including the procurement of a new Parking Enforcement contract and the exploration of an in-house model for community safety CCTV monitoring.
