The Housing Scrutiny Committee of Camden Council met on Tuesday, 11 November 2025, to discuss significant housing matters, including the proposed redevelopment of the Regents Park Estate North, improvements to standards in the private rented sector, and updates on the council's housing transformation programme. The committee also reviewed its work programme and considered actions from previous meetings.
Redevelopment of Regents Park Estate North
A key item scheduled for discussion was the proposed redevelopment of the Regents Park Estate North, encompassing the Cartmel, Coniston, and Langdale blocks, Stanhope Parade, and the Regents Park Children's Centre. This proposal stems from a Settlement Agreement reached in 2023 between Camden Council and HS2 Ltd. to address the impacts of HS2 works on residents. An Options Appraisal has recommended Option 4, which involves the full redevelopment of these sites. The report indicated that the Council's Cabinet was being asked to approve this redevelopment option and endorse the next steps, including developing a full business case and regeneration strategy. The report detailed the findings of an Options Appraisal, which assessed various options against criteria such as affordability, housing quality, and impact on existing residents. It also outlined proposed re-housing and possession strategies, including provisions for secure tenants, leaseholders, and commercial tenants, with the potential use of compulsory purchase powers as a last resort. Consultation activities undertaken to gather feedback from residents and stakeholders were also presented.
Update on Improving Housing Standards in the Private Rented Sector
The committee was scheduled to receive an update on the Council's efforts to improve standards within the private rented sector. This update covered enforcement activities, proactive interventions, and the anticipated impact of the Renters' Rights Act 2025, which had recently received Royal Assent. The report detailed the Private Sector Housing Service's work in addressing reactive complaints, including issues such as damp and mould, disrepair, and harassment. It also highlighted enforcement actions taken, such as the service of Improvement Notices and the securing of banning orders against landlords. The report also covered the Council's role in defective cladding remediation and efforts to bring empty properties back into use. Furthermore, it provided an overview of the licensing of houses in multiple occupation (HMOs), engagement and partnership working with relevant organisations, and the management of the London Landlord Accreditation Scheme. The implications of the Renters' Rights Act 2025, including the abolition of Section 21 no-fault
evictions and the extension of the Decent Homes Standard to private rentals, were also to be discussed.
Housing Transformation Update
An update on the progress of the Housing Transformation Programme was also on the agenda. This programme, launched in 2024, aims to address changing regulations and financial pressures by bringing together various pieces of work across Housing and Property Management. The report was expected to detail how the programme is delivering on its goals, as set out in the We Make Camden
vision. It outlined six distinct workstreams: Quality Homes, Housing Services, Resident-centred, Living Within Our Means (Enabling Functions), Data and Digital (Enabling Functions), and The Way We Work in Housing (Enabling Functions). The report was to highlight progress made over the past year, including improvements in tenant satisfaction, the development of new policies, and the implementation of digital tools. Ambitions for the next year, such as achieving 100% stock condition surveys and embedding a new participation approach, were also to be discussed.
Work Programme and Forward Plan
The committee was also scheduled to review its work programme for the 2025/26 year. This included considering any proposed amendments or additions to the programme and reviewing forthcoming key Cabinet decisions that fall within the committee's remit. An action tracker, detailing actions arising from previous meetings, was also to be presented for review.
