The Leicester, Leicestershire and Rutland Police and Crime Panel met on Monday 1 December 2025 to discuss the financial position of the Police and Crime Commissioner's office, review the delivery of the Police and Crime Plan, and consider annual scrutiny reports. The panel was also scheduled to discuss the appointment of co-opted independent members.
Finance and Medium Term Financial Plan Update
The panel was scheduled to receive an update on the financial position for the 2025/26 financial year, including an updated Medium Term Financial Plan (MTFP) for 2025/26 to 2028/29. The report was expected to detail assumptions made regarding income, such as central government funding and precept increases, as well as expenditure on pay and non-pay inflation. Sensitivity analysis was to be presented to highlight the potential financial impact of changes to these assumptions. The report also aimed to provide an update on pressures facing the policing area and progress made towards efficiency savings targets. The Police and Crime Commissioner (PCC) was seeking the panel's opinion on how the Chief Constable had been held to account regarding these financial matters and if any recommendations should be made.
Police and Crime Plan Delivery Update (Quarter 2)
A report was scheduled to provide the panel with an update on the delivery of the 2025-29 Police and Crime Plan as at the end of Quarter 2 (July - September 2025). The PCC expressed the opinion that good progress was being made against the plan's actions, supported by a robust monitoring process. The report was to include details of the Police and Crime Plan performance framework, with a dashboard attached as an appendix. Discussions were expected to cover specific metrics, including confidence in policing, the average length of service for PCSOs, staff satisfaction within the Force and OPCC, officer hours saved, and abstractions from Neighbourhood Policing. Updates on the impact of interventions, such as those related to drug treatment and road safety, were also anticipated. The panel was asked for its support for the work update and if any recommendations should be made.
Annual Scrutiny Report of the Ethics and Transparency Panel
The panel was to consider the annual scrutiny report from the Ethics and Transparency Panel. This report outlines how the PCC is fulfilling his duty to hold the Chief Constable to account, utilising the independent Ethics and Transparency Panel. The purpose of this panel is to provide operational scrutiny and assurance that policies, reports, and crime sampling are managed ethically and proportionately, aiming to increase public trust and confidence. The report was expected to detail the panel's membership, its meeting schedule, and the work undertaken, including reviews of policies, procedures, ethical dilemmas, and body-worn video footage. The panel was asked for its opinion on the regime of independent scrutiny in place and if any recommendations should be made.
Annual Report on Complaints against the Police and Crime Commissioner
This report was scheduled to provide the Police and Crime Panel with an update on complaints relating to the Police and Crime Commissioner (PCC) over the past 12 months. The report was to detail the policy framework and previous decisions regarding the delegation of authority for handling complaints. It was also to outline the process for receiving and recording complaints, including the initial sifting for criminal elements and the informal resolution of non-criminal complaints. The report was expected to list complaints received in 2025, their nature, and their outcomes, as well as directing complainants to appropriate procedures for operational policing issues.
Appointment of Co-opted Independent Members
The panel was scheduled to discuss options for the recruitment of co-opted independent members. The Police Reform and Social Responsibility Act 2011 requires Police and Crime Panels to appoint a minimum of two independent co-opted members. The report was to outline the current situation regarding the existing co-opted members, whose terms of office were ending, and present options for their re-appointment or the recruitment of new members. A proposed timescale for a recruitment process was to be presented, and the panel was asked to consider appointing a subcommittee to manage the process.
