The External Scrutiny Committee meeting on 10 December 2025 focused on mitigating flood risks and reviewing the council's work plan. Key discussions included updates from the Environment Agency and Thames Water on flood defence projects and water quality, as well as a review of the committee's future work plan.
Mitigating Actions on Flood Risk
The committee received a comprehensive update on flood risk mitigation efforts in Redbridge from representatives of the Environment Agency and Thames Water. Manfei Tang, Environment Manager for the Environment Agency, and Shanaz Isaac, who leads a team within the agency, presented the work undertaken to regulate water quality in the River Roding and Seven Kings Water, and to oversee permitted storm overflows and sewage treatment works.
The Environment Agency has completed visits to all permitted storm overflow assets in Redbridge and increased engagement with the council, Thames Water, and local groups. Monitoring data from various sources, including community-led projects, is being reviewed to identify priority areas. A forthcoming Redbridge monitoring report will provide a more detailed picture of water quality and guide future actions.
New national rules for storm overflows, effective from 2026, were also outlined. These rules will introduce legal spill limits for storm overflows, with typically 10 spills per year on average and a yearly maximum of 21 spills. Stricter limits will apply to sensitive locations, and conditions will be phased in as upgrades are delivered.
A significant focus of the update was the River Roding Project, aimed at reducing flood risk to over 1,400 residential properties in Woodford and Ilford. The project includes the creation of a new flood storage area north of the M25 to hold flood water upstream and improvements to a flood embankment in Woodford. Construction progress on the project was highlighted, with a video flythrough of the construction site available. The Broadmead Baptist Church Embankment is scheduled for handover to Redbridge Council in December 2025. The Environment Agency also provides support for surface water capital schemes and funding for studies in areas such as Woodford, Snarebrook, and Seven Kings.
External Scrutiny Work Plan
The committee reviewed its work plan for the upcoming year. Future topics to be discussed include an update from the Metropolitan Police focusing on vehicle speed enforcement and actions taken, and the Leisure Services Annual Report from Vision, Redbridge's contracted service provider. The work plan also includes a review of the work of the Crime Commission Partnership. The next meeting of the External Scrutiny Committee is scheduled for 5 February 2026.
