Review of Premises Licence for KK Food & Wine Vape & Booze

The licensable activities authorised by the current licence include the retail sale of alcohol for off-supplies, with operating hours from Monday to Thursday 08:00–23:00, Friday to Saturday 10:00–23:00, and Sunday 11:00–22:30. The premises opening hours are Monday to Sunday 08:00–23:00.

The report indicated that the application for review was triggered following the grant of a Closure Notice under Section 80(5) of the Anti-Social Behaviour, Crime and Policing Act 2014 at Uxbridge Magistrates' Court on 5 September 2025. The evidence supporting this review was based on a bundle prepared for that Closure Notice application, with the intention of calling Police Officers to clarify points raised. Further evidence from visits by the Licensing Compliance & Enforcement team and Trading Standards officers was also summarised.

Documents within the report pack detailed two joint compliance visits to the premises. The first, on 3 January 2024, noted the seizure of 1261 non-compliant vapes. It was also found that Part B of the premises licence was not displayed, and Part A could not be produced, preventing a check for condition breaches. Additionally, beers were not price-marked, and some spirits were present on the shop floor.

A subsequent visit on 2 April 2025 found non-UK oral tobacco and 10 tubs of non-duty paid shisha seized. At this visit, a copy of Part B of the premises licence was displayed, but three breaches were discovered: no alcohol training had been given to the shop worker, no alcohol training log could be produced, and no refusal log could be produced.

The report also referenced the Council's Statement of Licensing Policy, which outlines proposed standards for promoting the four licensing objectives: prevention of crime and disorder, public safety, prevention of public nuisance, and protection of children from harm. The report drew attention to the core hours for licensable activities as set out in the policy.
