The Planning Applications Committee of Kensington and Chelsea Council met on Tuesday 7 January 2025 to consider a range of planning applications. The committee granted planning permission for several developments, including extensions and alterations to residential properties, and a variation of conditions for a mixed-use development. One application was deferred for officer approval, and another was refused.
Planning Applications
The committee considered eight planning applications, with decisions made on all of them.
The Courtyard House, 60-61 Cheyne Walk, SW3 5LX
Planning permission was granted by a majority vote, with Councillor Sonia Zvedeniuk dissenting, for the removal/omission of an arched bay to the front of the building, the addition of extensions to the front and rear, replacement and repositioning of roof lights, and replacement of windows and doors. An additional informative was added, suggesting the applicant consider taller planting in the front garden landscaping plan to screen the site from neighbouring properties and reduce overlooking. Other conditions listed in Section 9 of the report also apply.
Flat 1, 31 Roland Gardens, SW7 3PF
Unanimously, planning permission was granted for an extension to the lower ground floor to provide additional habitable space, while retaining garden access with a sunken garden, and the extension of the rear façade at ground floor level. A condition was added that the boundary wall and terrace along the southern boundary of the garden of 37 Roland Way be kept at its current height, in addition to the other conditions in Section 9 of the officer report.
Flat 3, 55 Onslow Square and 57 Onslow Square, SW7 3LR (Planning Permission)
This application for part demolition to allow the erection of an orangery, lower ground rear extension, and internal works was deferred for officer approval by a majority vote, with Councillor Mohammed Bakhtiar abstaining. This decision was made on the motion proposed by Councillor Sam Mackover and seconded by Councillor Sonia Zvedeniuk. The deferral is subject to the submission of a Fire Safety Statement, and the air conditioning element will be excluded from the application, with standard conditions to be applied by officers.
Flat 3, 55 Onslow Square and 57 Onslow Square, SW7 3LR (Listed Building Consent)
The committee resolved by a majority vote, with Councillor Mohammed Bakhtiar dissenting, not to support the officer recommendation to refuse Listed Building consent. Subsequently, by a majority vote, with Councillor Mohammed Bakhtiar abstaining, Listed Building Consent was granted pending the delegation to officers to draft suitable conditions for the consent. This decision was made on the motion proposed by Councillor Sam Mackover and seconded by Councillor Sonia Zvedeniuk.
Car Park, 28 Pavilion Road, SW1X 0HH
Planning permission was unanimously granted for the variation of condition 2 of a previous planning permission. The variation allows for internal alterations to increase hotel bedrooms from 120 to 154 and associated refuse and cycle parking alterations. This is considered a major development and is within the setting of a conservation area. The permission is subject to a legal agreement to secure matters outlined in Section 7 and the conditions in Section 9 of the report.
Third / Fourth Floor Flat, 50 Lennox Gardens, SW1X 0DJ
Unanimously, planning permission was granted for alterations and extension to the roof and fenestration to form a dormer with access to a proposed roof terrace. The decision is subject to the conditions listed in Section 9 of the report.
1 Sloane Court East, SW3 4TQ
Advertising consent was granted by a majority vote, with Councillors Sonia Zvedeniuk and Roberto Weeden-Sanz dissenting, for the installation of advertising to the kerb, walkway, and scaffolding, affixed to wooden hoarding and scaffolding. The consent is subject to the conditions in Section 8 of the report.
Flat 8, Dora House, St Ann's Road, W11 4DG
The committee unanimously supported the officer recommendation to refuse planning permission for the installation of a metal garden shed. The reasons for refusal are outlined in the officer report.
