The Cabinet Procurement and Insourcing Committee met on Monday 02 February 2026 and made decisions on several key contracts. However, the committee abandoned plans for new internal work contracts and the procurement of design and build construction contracts for five council housing development projects.

Planned Internal Work Contracts - Combined Business Case & Contract Award

The committee approved the business case and direct award of contracts for internal works to kitchens and bathrooms in council housing. Wates Property Services Limited was awarded a contract worth £3,000,000 for one year, with an option to extend for a further year. Chigwell London PLC received a contract valued at £2,000,000 for one year, also with a one-year extension option. These contracts are intended to address urgent housing improvement works and rectify potential hazards such as damp and mould, aligning with the Council's legal obligations as a landlord and its Housing Asset Management Strategy 2019-2027. An annual report on the performance of these contracts and their social value commitments will be presented to the Hackney Procurement Board.

AHI S600 Substance Use Support Framework - Contract Award

The committee approved the establishment of two frameworks for substance use support services. A nine-lot framework for healthcare-related substance use services will see contracts awarded to seven providers for a maximum of four years, with an estimated cost of £11,155,000. Additionally, a seven-lot open framework for non-healthcare related substance use services will award contracts to three providers for a maximum of four years, costing up to £4,905,000. Lots for which no providers were appointed will be readvertised. These frameworks aim to reduce the harms of drugs and alcohol, ensure access to support, and improve outcomes for individuals across the City of London and Hackney.

CE S667 Early Years Catering Service Framework Contract Award Report

The committee approved the award of a single-supplier framework contract for Early Years Catering services. The contract, commencing on 1st June 2026, will have an initial term of three years with an option to extend for a further year. The maximum value of the contract over four years is £2,792,522. This service will provide healthy, balanced meals to children under five attending Children Centres and Family Hubs, in line with government guidelines and the Council's public health and sustainability objectives. The decision supports the Mayoral manifesto commitment to provide a bright future for every child and young person.

HCE S670 Procurement of Design and Build Construction Contracts For Five Council Housing Development Projects, Comprising Tranche 2 of Hackney's New Homes Programme (NHP)

The committee approved the procurement strategy for construction works for five housing development projects, part of Tranche 2 of Hackney's New Homes Programme. These projects, located at Wayman Court, Cherbury Court, Selman & Wellday, Parkside, and Blandford Court, will deliver approximately 109 new homes, with 101 intended for social rent. The procurement will utilise an open market Competitive Flexible Procedure. Authority was delegated to the Group Director - Housing, Climate and Economy to enter into the main building contracts. This initiative is part of Hackney's commitment to building new Council homes for social rent, aiming to address the housing crisis and provide high-quality, affordable housing for residents.
