The Licensing Sub Committee was scheduled to consider three applications for new premises licences. Application for a New Premise Licence for Istituto Marangoni Cafetteria, 30 Fashion Street, London, E1 6PX
The committee was scheduled to consider an application for a new premise licence for Istituto Marangoni Cafetteria, located at 30 Fashion Street, London, E1 6PX. The application sought authorisation for the sale of alcohol for on-sales, with proposed hours from Monday to Sunday, 10:00 to 21:00 hours. The premises' opening hours were proposed to be Monday to Sunday, 08:00 to 23:30 hours.
Representations were received from the Licensing Authority, Environmental Protection, and two residents, Roba Ofili and Iain Canning. The core concerns raised by these objectors related to the premises being within the Brick Lane Cumulative Impact Area (CIA), potential noise disturbance, concerns about drinks being taken outside causing pavement obstruction and public safety issues, public safety risks to residents' flats, and disturbance to study and sleep. Application for a New Premises Licence for an Adult Gaming Centre for Jackpot Slots, 403 Bethnal Green Road, London E2 0AF
The committee was scheduled to consider an application for a new premises licence for an Adult Gaming Centre named Jackpot Slots, located at 403 Bethnal Green Road, London E2 0AF. The application was made by Cain's Amusements Limited.
Representations were received from four residents: Frederic Festy, Geoffrey Cupit, Mitu Ali, and Sabine Hogenhout. Their objections primarily focused on the potential for increased crime and disorder, and the protection of children and other vulnerable persons. Application for a New Premise Licence for Basement & Ground Floor, 49 Brick Lane, London, E1 6PU
The committee was scheduled to consider an application for a new premise licence for the basement and ground floor of 49 Brick Lane, London, E1 6PU. The applicant, Brick Lane E1 Ltd, described the premises as already holding a licence under the landlord, and this application sought to mirror that licence with additional conditions.
The application sought authorisation for the sale of alcohol for on-sales, with proposed hours from Monday to Saturday, 10:00 to 02:00 hours (the following day), and Sunday, 10:00 to 00:00 hours (midnight). Regulated entertainment, including live and recorded music indoors, was applied for from Monday to Saturday, 23:00 to 02:00 hours, and Sunday, 23:00 to 00:00 hours. Late-night refreshment (indoors) was also requested for the same hours. The premises' opening hours were proposed to be Monday to Saturday, 10:00 to 02:30 hours, and Sunday, 10:00 to 00:30 hours.
Representations were received from four residents: Marcus Schueler, Michael Smol, Sinead Hayward, and Talia Finlayson. Their objections centred on noise disturbance, concerns about the late operating hours, and public safety, particularly regarding access to residents' flats. The applicant's response letter to the resident objectors and the existing licence held by the landlord were provided. The report pack included the application, the existing licence, photographs and plans of the premises, maps of the vicinity, details of other licensed venues nearby, the resident representations, the applicant's response, and proposed conditions.
Extension of Decision Deadline: Licensing Act 2003
The committee may have been requested to consider extending decision deadlines for applications under the Licensing Act 2003 due to the volume of applications requiring hearings. Details of any specific applications requiring deadline extensions would have been provided at the meeting.
