The Northern Area Planning Committee of Wiltshire Council met on Wednesday 11 February 2026 to determine planning applications. The committee granted planning permission for a retrospective change of use of an agricultural building to commercial use at Unit 1, Rear of 1 West View, Stockley Road, Stockley, Calne, subject to conditions.

The committee granted planning permission for the retrospective change of use of an agricultural building to commercial use, specifically falling within Use Class B8 (Storage and Distribution) and Use Class E(g)(iii) (Commercial, Business and Service) at Unit 1, Rear of 1 West View, Stockley Road, Stockley, Calne. This decision was made subject to seven conditions, including approved plans, no external storage, details of external lighting, restricted hours of operation, maintained visibility splays, a restriction to the specified use classes, and the implementation of a Traffic Management Plan.
The application site is located in the open countryside and the proposal was assessed against Core Policy 48 of the Wiltshire Core Strategy, which supports the conversion and re-use of rural buildings for employment purposes. Officers concluded that the existing building was structurally sound for the proposed use, that the change of use would not detract from the character or appearance of the area, nor be detrimental to local amenities, and that the site had adequate access and infrastructure. The Highways Officer raised no objection, noting that the proposed use would not significantly impact the surrounding highway network and that adequate parking and turning space would be provided. Concerns raised by third parties regarding noise, light pollution, highway safety, and visual amenity were considered. The committee acknowledged these concerns, particularly regarding the narrow roads and the proximity of a pre-school nursery, but ultimately determined that the proposed use, regularised through the conditions, would have minimal impact. The conditions, particularly the requirement for a Traffic Management Plan, were intended to mitigate potential issues related to traffic, including for HGVs, and to safeguard the amenity of nearby residents.
