The Licensing Sub-Committee was scheduled to consider applications for the review of premises licences for two businesses: Pizza Hut on Vestry Road and Blue Istanbul Supermarket on Southwark Park Road. Both reviews were initiated due to concerns relating to the licensing objectives.
Licensing Act 2003: Pizza Hut, 35 Vestry Road, London SE5 8PG
The sub-committee was scheduled to consider an application for the review of the premises licence held by Nine Food Group Limited for Pizza Hut. The review was requested by an other person
and cited grounds related to all four licensing objectives: the prevention of crime and disorder, public safety, the prevention of nuisance, and the protection of children from harm.
The report pack indicated that the grounds for the review included allegations of unauthorised structural alterations, security failures, failure to report suspicious activity, theft from the premises, and issues with waste management and public health hazards. Representations were also noted from the Environmental Protection Team and other residents supporting the review. The report detailed the background of the premises licence, including its initial granting in May 2023, and outlined the principles for determining a review application under the Licensing Act 2003.
Licensing Act 2003: Blue Istanbul Supermarket, 234 Southwark Park Road, London SE16 3RW
The sub-committee was also scheduled to consider an application for the review of the premises licence held by Mr Saban Erturk for Blue Istanbul Supermarket. This review was initiated by the council's Trading Standards service and focused specifically on the prevention of crime and disorder and the protection of children from harm.
The grounds for the review, as detailed in the report, included multiple instances of alleged sales of illicit and counterfeit tobacco products, illicit vapes, and underage sales of nicotine-inhaling devices. The report also referenced previous inspections and warning letters issued to the premises. A representation supporting the review was submitted by the council's licensing responsible authority, and a representation in support of the licensee was provided by a local resident. The report outlined the operating history of the premises licence and the principles for determining a review application. Additionally, a supplemental agenda item included a representation from the Health and Safety team regarding a prohibition notice served on the premises for unsafe high-level storage.
